ACCSQ-WG 2 Policy and Strategy on AB of member states • Accreditation and Conformity Assessment System in Member States • WG 2 agreed to compile the Conformity Assessment Bodies (CABs) of each AMS. • Strengthening the competence of Accreditation Bodies: • Support for CLM for establishment of Focal Point for Accreditation and subsequently Accreditation Bodies;(Key Strategy 2013-2015)

ACCSQ-WG 2 Policy and Strategy on AB of member states AEAN has no plan to establish Regional Accreditation system like EA All member states agree to use the existing mechanism of Asia-Pacific Regional Accreditation System Each member states has to establish a NAB and compile them Cambodia, Laos, Myanmar and Brunei has not yet established AB

  12. ASEAN-PTB Technical Assistance Project for NAFP • To support for the development of conformity assessment infrastructure at CLMV member states.(ACCSQ-WG2 Strategic Work plan Item 2.1 ) • The expected output • To set up Focal Points/Accreditation Bodies in CLM

  15. Output: ASEAN-PTB Technical Assistance Project for NAFP Drafting Structure and Policy for potential Accreditation Body of each participating country Handling of accreditation application by the NAFP on behalf of Partner Accreditation Body ISO/IEC 17011 training for Accreditation Personnel

National Accreditation Focal Point in Myanmar MSTRD has to establish an AB after the approval of Law according to the some provisions of the law Before establish the NAB recognized by International MRA, MOST has planned to establish NAFP to cooperate as partner AB with a NAB of one of ASEAN member states

  18. Component III: Experience of IT Standards Development in Myanmar

National Standardization Process • Law on Standardization is under review process of parliament and public comments • Concurrent with the submission of Draft Law to parliament, MSTRD has established 19-TCs depend on national socio-economic needs, (among them, 1-TC for IT include) • Function Starting from June 2013 • (50) TC meetings up to now • proposed to draft (30) National Standards include (1) IT draft standards

Information Technology and Telecommunication Standards TC • Establish in June 2013 • (17) Members • Chaired by DG of PTD • Members include all stakeholders • (from Land Transport, IT University, Engineering University, Computer association, Broadcasting, Industry, MSTRD, Myanmar Railway, Importer, Manufacturer) • 3- meetings (July, August, October)

  21. Draft IT Standrds • Agree to draft the very first IT standards for Myanmar • Characteristic of a Single mode optical fiber cable (reference: ITU recommendation G.652 D and ISO/IEC 61300–3-35 for) • Status • Proposal Stage • Committee Stage

  22. COMPONETN IV: IT Sector Conformity Assessment Gap in Myanmar

  23. Existing Conformity Assessment for IT products • Testing Laboratories for IT products are not available in country • Endorsed the certificate of importing country by Post and Telecommunica-tion Department on checking the specification of some products

Future Plan for IT Conformity Assessment in Myanmar • To Encourage to establish IT Testing Labs • To establish immediately Testing labs by developing countries is difficult • NAFP/NAB recognize test certificates of labs through Asia-Pacific regional MRA • Endorse by regulators if the certificates has issued from recognized labs by NAB

  25. Conclusions and Recommendations • Developing IT National Standards is rely on Testing Facilities • Establishment of Testing Labs in IT technology, if possible • Using the Asia-Pacific Regional MRA mechanism for accreditation of testing labs will be cost effective and ensure the quality assurance
