Strengthening VET Occupational Standards/Qualifications & Curricula

This project aims to strengthen the institutional framework for the development of VET occupational standards, qualifications and curricula in Croatia. It includes activities such as drafting sector profiles and strategies, developing an action plan for qualification management, and training programs for capacity building. The project is implemented by a consortium led by SQA.

Summary 13 SC will have adopted a draft Sector profil and Sector strategy as a tool and are developing an Action plan for qualification management (1.2.1) A combined training programme for capacity building and training of developers designed and partly delivered (2.1.2, 2.1.3, 2.1.4, 2.1.5, 2.2.2) Development of 13 draft OS/Q/C supported and new methodology in development process tested and improved (1.1.5, 3.1.3, 3.1.4, 3.1.5) A qualification „Qualification management“ will be drafted (1.2.1, 1.2.2, 2.1.4, 2.1.5

Further Support of the SC • 7 SC meetings in October – Sector profiles and Sector strategies, development of an Action plan for qualifications supported be the project • Report on roles, responsibilities of SC (1.1.3) and adjusted methodology (1.1.4) by KE 2 and evaluation of WG 1 • Support in the development of proposed sector qualifications • Appointment of sector WG coordinator • Training of sector coordinator and sector WGs • Coaching of development process

Conditions outlined in the Interim Report • Approval of the qualifications proposed by the SC’s • Approval of the model qualification and curriculum (Annex 11) • Approval of the development approach and methodology (Annex 12) • Approval of the training contents and handouts • Approval and availability of sector WG coordinators • Mobilization of 13 sector WG’s in short term

Adjustments (1) New training delivery model • Capacity building for AVATAE staff, WG coordinators in advance (2 workshops in September) • Training of WG’s of course developers by KE 3 instead of Senior WG coordinator (up to 10 WG training session, appr. 30 WD additional for KE 3) • Senior WG coordinator will support KE 3

  6. 3.1.3 Support AVETAE in coordination of WGs for development of VET OS/Q/C • Identification of need based on qualification management in SCs and AVETAE • Analyses of progession pathways • Undertake occupational analyses • Design and validate the outline of the qualification • Design the qualification standard and VET curriculum • Validation and endosement • Appointment of WG coordinators • Capacity building for AVETAE staff and WG coordinators • Providing training and coaching for WG coordinators and support to sector WG 3.1.4 Test methodolgy on development of VET OS/Q/C with WG coordinators

Adjustments (2) Combined Capacity building programme for HR (Components 1, 2 & 3) • Decision makers & designers (MoSES and AVETAE policy makers and management, SCs, stakeholders, advisors, scientists) – “Specialists responsible for the quality of the qualification structure and the skills of the workforce within the sector”; • Developers (VET specialist, subject specialist, practitioner, development manager, development trainer, coordinator, disseminators) – “Specialists responsible quality of VET qualifications and curricula”; • Users (VET providers, teachers, mentors, employers, etc.) – “Specialists responsible for the quality of delivery of VET qualifications and curricula” Development of a draft qualification “Development, up-dating and use of qualifications” (Designer, developer, user)

  8. Development of resource material for capacity building and training • 1.2.2 Develop a manual for roles, responsibilities and lines of communication of SCs WG coordinators and WG’s • 2.1.4 Develop course material for training sessions on the revised VET SCs and the methodology for development of OS, qualifications and VET curricula • 3.1.3 and 3.1.4 Training material (handbook) for developers
