  3. The Project’s background • IPA projects requested by ‘beneficiary country’ • 12/2007: 7 key documents adopted by CoM • SHE III follows up on 4 of the 7 documents Official Gazette BiH 13/08

  4. The project’s purpose by 02/2011 • 4 key strategies & guidelines further implemented • HEA operational • HEQF piloted; implementation guidelines issued • expert network for QA and HEQF in BiH • Legislative review &recommendations for QA and QF

  5. The project’s long term impact • 3-cycle-system complies with European standards and requirements • Quality assurance & accreditation procedures comply with European standards and requirements • BiH degrees continue to be recognised internationally

  9. Progress 2009 Jul-Aug • HEQF pilot subjects & experts determined • CoE expert engaged for rulebook on academic titles & degrees Sep • 1st expert review of HEA draft procedures • HEA study visit: CoE Secretariat and EVALAG

  10. Plans 2009 – HE-QF • Start piloting exercise of the HEQF • 2 x workshops with CoE experts to pilot the HE-QF across institutions • October • November • BiH experts work on individual subjects • Expert support with the rulebook on academic titles and degrees

Plans 2010/11 – HE-QF • Accomplish & assess HEQF pilot, disseminate results • Issue guidance for further implementation • Legislative review & recommendations for the future application of the HE-QF • seek adoption/implementation of recommendations by relevant authorities • Incorporate experience in QA mechanisms

  12. Plans 2009 - QA • expert visits and off-site support • 2 x internal review of HEA draft procedures for institutional evaluation • 2 x public consultations • October 20th - ministries • November 25th - academic community • design & conduct a pilot exercise for the new rules and procedures

Plans 2010/11 - QA • Accomplish pilot QA • Assist first cycle of institutional evaluations in BiH (incl. review) • Assist with drafting standards and procedures for program accreditation • Legislative review & recommendations for the future QA system in BiH • Seek adoption/implementation of recommendations by authorities

  14. Plans 2010/11 BiH expert network • Define scope, appoint experts, TNA, training plan • by May 2010 • Capacity building, set up the network’s ToR & work plan • by November 2010 • launch website & restricted forum • by December 2010 • network implements work plan
