3. 1 (a) Comprehensive funding policy • April 2006 Board Meeting – revision of Comprehensive Funding Policy (CFP). • CFP defines available funds. • New policy allows Board to look further into future: ‘…uncommitted…assets that the Board determines will be available at the time of signing…grant agreements…’

4. 1 (b) Resource forecast • Available resources depend on level of pledges in 06/07. • Too early to predict – hence wide range. • Will be influenced by: • Board call to expedite and increase 06/07 pledges. • Outcome of Replenishment Meeting/Partnership Forum. To date, GF Board has approved all TRP recommended proposals.

5. 2 (a) Structural changes • Guidelines: now presented intwo parts: Part 1: General information to Applicant Part 2: Information specific to Proposal Form • Proposal Form: - Similar structure to Round 5 - No PDF version - Word and a ‘Macro-enabled’ Word version • Several new tools now included  Documents developed together: Guidelines follow structure of Proposal Form

7. Health Systems Strengthening • Round 6 - No separate HSS component  Most significant change from Round 5 HSS activities can and should be applied for as part of the disease components • Expanded guidance and information relating to HSS

10. Linkages to other programs • In Round 5, TRP considered current performance on grants. • In Round 6 TRP will look at link with existing Global Fund grants. • Current performance is indicator of absorption capacity. • Will examine interim results, Phase 2 renewals, etc.

Common funding mechanisms • What is a common funding mechanism (CFM)? ‘…arrangement between multiple partners in which they contribute funding through a unified approach using joint targets and common rules and reporting/accountability mechanisms…’ e.g. SWAp, pooled funding • GF supports funding through CFMs • New sections in R6 documents to address CFMs

15. Green Light Committee Funding • Procurement of drugs to treat MDR-TB conducted through Green Light Committee (GLC) • Contribution to the costs of the services required Applicants should therefore: • Identify whether MDR-TB in proposal (section 4.10.5) • Budget up to US$50,000 for each relevant calendar year in which MDR-TB services will be required from GLC  See decision from 13th Global Fund Board meeting

16. 2 (c) Tools to assist applicants Tools have been developed based on experience of Global Fund and other partners.
