  2. Decision to establish CAADP MDTF • October 2007 @ Addis Ababa CAADP PP • AU called for a multi-donor trust fund at the World Bank • March, 2008 @ Seychelles CAADP PP • call for CAADP MDTF repeated and a progress report on its establishment discussed.

  3. The CAADP MDTF is in place! • Established in November 2008 • Now open for business • US$50 – 65 Million over 5 years

  6. CAADP MDTF will provide: • “Budget support” to key CAADP institutions ….. on the basis of agreed 5 year comprehensive strategies, plans, and budgets (US$40 Million) • Targetted funding for agreed priority actions such as TA, stakeholder consultations, etc. (US$10 Million thru WB trust fund)

  7. The CAADP MDTF will NOT ….. • … finance investment programs • … be the only mechanism of support for CAADP institutions

Initial Requests for Support • The CAADP 5-year review exercise; • Support to finance a secondee to the NEPAD Secretariat; • Final consultations/production of the Pillar 1 Framework; • Funding support to the 4th CAADP PP Meeting (March 2009); • Support to CMA/AOC to assist w/ planning for Pillar 2; • Support for immediate actions to be taken by COMESA in facilitating CAADP processes in member countries; • Support for preparation for the upcoming AU Summit; and • Part-funding support to the 13th Africa Forum (2009).

  9. Structure of the CAADP MDTF • A Parent Trust Fund at the World Bank • 11 Child Trust Funds • One each for RECs – COMESA, ECCAS, ECOWAS, and SADC • One each for the Pillar Lead Institutions • One each for AU and NEPAD • One for TA and other support to CAADP (at the World Bank)

  10. Child Trust Funds • Will provide quarterly disbursements to CAADP institutions to support annual work plans and budgets • Proposals and progress reports to be reviewed by CAADP Steering Committee

  11. Establishment of Child Trust Funds • Strategic and operational plans and budgets • Workshop on March 24 outlined steps toward creation of child trust funds • World Bank team moving agressively to help each CAADP institution establish its child trust fund • Plans agreed this week • 6 – 8 people from WB working on this • TA available • 6 month time horizon

  12. Governance of CAADP MDTF • CAADP PP - overall guidance from and engagement w/ stakeholders • CAADP MDTF Steering Committee – more detailed review and prioritisation • Interim Steering Committee • Permanent Steering Committee
