CP & THE I-87 CORRIDOR • Linking Eastern Canada with Northeast U.S. population centers the I-87 corridor is a major conduit for freight and people • It provides direct access between Montreal, New York and Philadelphia • Freight: • The Champlain border crossing is one of the busiest in North America • CP alone handles over 61,000 revenue loads per year over it • CP is host to Amtrak: • Adirondack - New York City to Montreal btw Schenectady & Rouses Point • Ethan Allen – New York City to Rutland btw Schenectady & Whitehall • Paralleling I-87 the CP Canadian Mainline was recognized by NYSDOT as a priority North/South corridor for trade and passenger movements. • Service over the Canadian Main has been a challenge. The State’s ongoing support has been a vital element of its survival through many crises and CPR values its partnership with New York. Passenger Trains on a Freight Railway

PPP 2003 - 2005 • Between 2003-2005, a PPP with NY State enabled a $20 million improvement program on the rail network between the border and Saratoga. • The scope: • $5.3 M - Improvements to rail & signal • $5.9 M – New Saratoga Passenger Station • $3.4 M – Second Generation Double Stack Clearances • $2.7 M – Improved Signal & Communications • $2.0 M – Sale of the Adirondack Branch • $1.3 M – Saratoga Crossovers and track rehab Passenger Trains on a Freight Railway

  24. PPP 2006 - 2009 Despite the improvements brought about by the prior program increasing GTM’s over the line brought about increased deterioration. Most significant areas of concern in the corridor were: • Need for track rehabilitation on 68 miles of old, light, jointed rail • Need for more and longer sidings to handle new traffic, longer and more frequent trains and avoid passenger conflicts In 2006 CP and NY DOT embarked on another PPP • For every $ CP put into the Canadian Main for new welded rail NY would match it. • Since that time over $20 M in new welded rail has been installed This program installed close to 50 miles of 68 miles noted above. It brought about the additional benefit of freeing up CP capital $ which allowed us to construct a new 10,000’ siding at Rockland, NY and extend the Rouses Point siding from 5,000’ to 11,000’. Thus addressing much of our capacity issues. We are currently working with Amtrak on the service issues. Increased focus coupled with these infrastructure improvements will make a big difference Passenger Trains on a Freight Railway
