  2. Clark County’s Current CO SIP Status • U.S. EPA approved the CO SIP on July 23, 2004. • Final approval occurs 30 days after publication in the Federal Register (Publication date sometime in the next 30 days.)

  3. Clark County’s Current CO SIP Status Status and Next Steps: • No recorded exceedances in Clark County for last 5 years • Preparation of a Maintenance Plan and Redesignation Request to attainment status

  4. Clark County’s Current PM10 SIP Status • Publication in the Federal Register was June 9, 2004. • The 60 day window of litigation expired on August 9, 2004.

  5. Clark County’s Current PM10 SIP Status Work Underway: • Inventory of vacant land and private unpaved roads • Construction activities inventory • Refine emissions factors for vacant land

  6. Clark County’s Current PM10 SIP Status Work Underway: • Paved road PM10 emissions measurements by vehicle based detection units • Paved road PM10 emissions factor and reservoir depletion/recharging study (RTC) • Attainment demonstration modeling for BLM boundary expansion

  7. Clark County’s Current PM10 SIP Status Work Underway: • Completion of the Natural Events Action Plan • Independent audit of the PM10 Monitoring Network (PM10 Saturation Study)

  8. Clark County’s Current PM10 SIP Status The Future: • Attainment of the 24-Hour Standard by 2006 • Maintenance Plan and Redesignation Request

  9. Ozone Designation Status • On April 15, 2004 the U.S. EPA proposed to designate Clark County as nonattainment for Ozone effective June 15, 2004

  10. Ozone Designation Status Extension Granted on Designation • Governor sent request to Administrator of EPA to extend the June 15, 2004 effective date. • EPA granted 90 days extension to September 13, 2004

  11. What are we doing? • Clark County engaged Desert Research Institute to complete “Eleven-Factor Analysis” to determine appropriate boundaries • Analysis submitted to EPA on August 4, 2004. EPA will review analysis and determine appropriate boundary.

  12. Data Collection (May 2004 thru 2005) • Monitoring data • Emission inventory • Meteorological data June 2007 SIP Submittal 2005 2006 2004 2007 Assessment of emission reduction strategies (May 2004 –2005) Designated Nonattainment April 15, 2004 • Adoption/Implementation Phase • Demonstration of attainment • Adopt rules implementing emission reduction strategies • Public Involvement and Formal Hearing Process • Prepare SIP Submittal Package Draft Plan May 2004-2005 Ozone SIP Development Timeline

Clark County’s Ozone Status Currently Clark County is proceeding with eight studies: • Ozone characterization study • Nonroad engine inventory • Volatile Organic Compounds emitted from the use of consumer products • Biogenic emissions inventory • Mobile source impact study • Sodar to study ozone transport issues • Comprehensive Emissions Inventory of Ozone precursors • Evaluation of Potential Control Measures
