  2. Designated Subjects Adult Education Standards • The first standards for preparing adult education teachers were adopted by the Commission in 1993. • Program guidelines were used prior to adoption of 1993 standards.

  3. Advisory Panel • In April 2008 the CTC recruited an expert advisory panel to review and update program standards for preparing adult education teachers. • Panel members include 17 adult education experts including representatives from CSU, UC, ACSA, CSBA, CTA, & CFT.

  4. Panel Progress • The panel met June 08-January 09 • Draft requirements and standards completed and prepared to present to the Commission for information only on March 5, 2009

  5. Panel Process • Panel consulted a variety of research resources and other standards to create consistency • CTC staff established a web page for adult education www.ctc.ca.gov/educator-prep/AE.html

  6. Major Change Recommendations • 3 Year Preliminary Credential • 3 Years work experience (CTE) • Comprehensive, integrated program structure • Early teacher orientation • Program recommendations for credentials • Stronger supervision, support & advisement

  7. Credential Authorization Change Recommendations • Rename non-academic subjects • Redesignate non-academic subjects • New category renamed Career Technical Subjects • Redesignate CTE subjects to industry sectors (broaden) • Redefine ESL requirements

  8. Next Steps • Field surveys of draft recommendations posted online and distributed early spring 2008 • Revisions based on survey responses and final recommendations adopted for April Legislative report (SB52).

  9. Implementation • Currently approved DSVE preparation programs required to submit for approval under new standards • Technical assistance for developing new programs • Program reviewers needed
