LOGISMED | Network of Platforms Tunisia: Feasibility Study on Djebel Oust logistics platform, aimed at defining the technical, environmental, economic, financial, marketing and organizational points, was concluded and Tunisian Government the government is planning the next steps together with EIB. Morocco: Market study and APS reports on the Logistics area of Zenatahave been submitted by the Consultant to the Agence Marocaine de Développement de la Logistique (AMDL). Client and EIB are commenting on them. The strategic position of Zenata located at the crossroads of the most important axes of the national transport network, will be enhanced by the creation of an efficient road connection of 24 km linking the port of Casablanca. Jordan: Ongoing finalization of the ToRs for a Feasibility Study for a Dry Port and Logistic Centre in Madounaharea near Amman, after field mission with the Consultant. Egypt: Consensus on the site of the “6th October” as the priority site.

LOGISMED |“Soft” Sub-Components • LOGISMED-TA requires two additional “soft” action of LOGISMED to demonstrate its effectiveness: • LOGISMED Training Activities • Evaluation of effects of the training actions • + • Guidance of the learning process toward geographical areas and sectors • = • Ongoing and adapted training to the market needs 1 • LOGISMED Coordination between Platforms • to orient training actions in relation to the progressive activation of logistics platforms 2 • LOGISMED Regional Observatory to provide updated data through an ex-post evaluation mechanism for a follow-up on policies and the incorporation of timely modifications 3

LOGISMED| Next steps • In the first quarter of 2014, EIB had chosen CETMO, the Secretariat of GTMO 5+5, as a structure responsible for the technical management in all phases of the project on behalf of the EIB. The EIB choice was done taking into account the involvement of CETMO in the LOGISMED initiative and the experience acquired in the Mediterranean transport sector since 1988. • CETMO will manage and implement the components of “Observatory” and “Coordination”. The “Training” component of LOGISMED-TA will also be managed by CETMO and implemented by a Consultant, chosen through a public tender. • “Observatory” and “Coordination” components could start immediately after the signature of the contract between EIB and CETMO, planned for June 2014.

LOGISMED| A “Regional” Observatory: why? “I often say that when you can measure what you are speaking about, and express it in numbers, you know something about it; but when you cannot express it in numbers, your knowledge is of a meager and unsatisfactory kind; it may be the beginning of knowledge, but you have scarcely, in your thoughts, advanced to the stage of science, whatever the matter may be”. Lord Kelvin, lecture on "Electrical Units of Measurement” (3rd May 1883).

LOGISMED| Actions for the Observatory implementation • Collection and processing of data of the logistics and transport sector • Set up a database with homogeneous structure for all the participant countries, associated with a Geographic Information System (GIS), based on available data • Provide a technical tool to facilitate the monitoring of logistics and transport evolution in the region • Publication of data and technical indexes regarding the transport and logistics sectors in Mediterranean Partner Countries • Publication of analyses related to the logistics sector data, adding value to the Regional Observatory

LOGISMED| The Logistics Performance Index (LPI) TheWorld Bank produces every two years since 2007 the Report “Connecting to Compete: Trade Logistics in the Global Economy”.It features the so called Logistics Performance Index (LPI), which measures the on-the ground efficiency of trade supply chains. The international LPI analyzes countries in six components, belonging to two main categories: • areas for policy regulations, indicating main inputs to the supply chain (efficiency of customs and border clearance, quality of trade and transport infrastructure, competence and quality of logistics services-trucking, forwarding, and customs brokerage) • service deliver performance outcomes (competitively priced shipments, ability to track and trace consignments, and frequency with which shipments reach consignees within scheduled or expected delivery times. The components were chosen based on recent theoretical and empirical research and on the practical experience of logistics professionals involved in international freight forwarding. Nearly 1.000 logistics professionals based in 125 countries took part in the 2013 survey for the 2014 LPI.

  10. LOGISMED| LPI 2014 and “big picture” 2007-2014 The six “core” components are rated from “very low” (1) to “very high” (5) in related survey questions. The “logistics gap” evident in the first three editions still prevails and underscores the importance of consistent policies across sectors (trade, customs, and transportation, for instance). In the 2014 edition of the Report, the scores of the six components across the four LPI surveys (2007, 2010, 2012, 2014) were used to generate a “big picture” to better indicate countries’ logistics performance. Each year’s scores in each component were given weights: 6.7% for 2007, 13.3% for 2010, 26.7% for 2012, and 53.3% for 2014. In this way, the most recent data carry the highest weight. LOGISMED| Tools • A set of indicators showing regional impact of the new logistics network should be identified and calculated, by developing specific tools that integrate the different steps of the process of implementation of indicators. • Through the use of these tools, the quantification of evolution of transport flows, changes in modal share, effects on transport costs, in monetary and time terms, the structure and evolution of logistics chains, which includes shipping services and transshipment in ports, as a result of the implementation of LOGISMED network, should be achieved. • The proposed transport indicators will be also used to calculate the socio-economic regional impacts of the LOGISMED network in each Country, specifically changes in the Gross Added Value, number of employees and “Human Development Index” value in the Countries concerned by the project under evaluation, and impact on the “associated” investments.

LOGISMED| From a national to a regional vision • The creation of a Logistics Regional Observatory for logistics is a challenging objective, which can only be achieved through a coordination of the above mentioned progressive actions (collection of data, homogenized database and GIS, delivering of technical tools for the analysis of specific and global performance indexes, sharing of results). • To carry out its task, the Regional Observatory should be supported by national information on logistics and transport sector, which monitors the evolution of the logistics platforms and its incidence into the country market. So far, that kind of national information providers are not present in the whole region. The tasks have to be carried out in close cooperation with national Authorities and statistics offices. • The methodology adopted for the LOGISMED network could be extended to the projects of the Trans-Mediterranean Transport Network. In this regard, the Secretariat of the Union for the Mediterranean is actively working to develop technical tools for the evaluationof the regional impacts of the priority projects of the TMN-T.

LOGISMED| Perspectives • The Secretariat of the Union for the Mediterranean is strengthening the technical instruments and the financial mechanisms to manage the entire life-cycle of the transport projects in the framework of the Trans-Mediterranean Transport Network. • These actions will complement the UfMS political pillar and reaffirm the Secretariat as the reference platform for the coordinationand integration of the regional transport and logistics initiatives. • From this perspective, it seems redundant, at the moment, the creation of a Logistics Agency. • The creation of a Regional Observatory with tools, instruments and methods that take advantage of the wealth of information generated by logistics operations will be adequate to increase the performance of the transport system in its entirety.
