  2. Purpose and Need • Improvements for traffic continuity and capacity are needed due to projected increases in traffic and changes to the roadway network within the project area as a result of the implementation of ramp reconfigurations along I-75.

  3. Additional Consideration • The Grandview Hospital is planning on expanding their facilities and parking areas by closing existing Forest Avenue between North Main Street and Riverview Avenue.

  4. Impacts • The Great Miami Boulevard extension will impact 2.18 acres of McKinley Park, which is a 5.8 acre neighborhood park with green space, walking trails, and playground equipment • Land and Water Conservation Funds • Loss of mature trees

  5. Mitigation • creation of two new park areas totaling 2.58 acres • construction of a walkway and landscape features within the right-of-way to connect park areas • relocation of playground equipment and benches.

  6. ODOT’s request for a De Minimis Impact Finding Use together with avoidance, minimization, mitigation, does not adversely affect the activities, features and attributes Officials with jurisdiction informed of intent to make a de minimis finding based on their concurrence Public has opportunity to review and comment on the effects of the project on the activities, features, and attributes

  7. What did we do? Did not issue a de minimis impact finding • Substantial changes to the character of the park • Replacement land was not contiguous • Impacts were beyond the intended purpose of the provision Recommended the net benefit programmatic
