  1. Belgian dosimetric database :prospect and practical aspects Information session on aircrew exposure to cosmic radiation Brussels, January 20th 2009 A. Fremout, FANC

  2. Radiation Protection Landscape of Public Services involved The Federal Agency for Nuclear Control (FANC) centralises the competences in radiation protection and nuclear safety Mission : “Protection of the public, the workers and the environment against the hazards of ionizing radiation” However, many interactions exist with other Public Services: • Internal Affairs (Crisis Centre of the federal government) • FPS Employment, Labour and Social Concertation : • Occupational Health and protection of workers in general • FPS Public Health, Food Chain and Environment : • Medical professions • Public Health • Social Security • Medicines and medical devices …

  3. General radiation protection measures General regulation for radiation protection in Belgium : R.D. of July 20th, 2001 ( http://www.fanc.fgov.be) - art. 20: limitation of the doses -  Art. 20.1.1: the 3 general principles of radiation protection : • Justification • Optimisation (ALARA – as low as reasonably achievable) • Dose limits

  4. Dose limits • Occupationally exposed persons • Effective dose: 20 mSv per 12 consecutive months • Inhomogenous irradiation of individual organ of tissue : specific limits • Students • > 18 years? Limits for occupationally exposed persons • 16 years < x < 18 years? • Effective dose: 6 mSv per year • Inhomogenous irradiation of individual organ of tissue : specific limits • < 16 years? Limits for the public • Public • Effective dose: 1 mSv per year • Inhomogenous irradiation of individual organ of tissue : specific limits • Protection during pregnancy and breast feeding • Working with non-sealed sources during pregnancy and breast feeding not allowed • When there is only external radiation : the unborn child (“public”) should not run the risk to exceed 1mSv during pregnancy. ! DOSE LIMIT ≠ DOSE CREDIT ! ! ALARA !

  5. Dose limits specific aircrew • Exposure of air crew to cosmic radiation should be monitored or estimated • When the risk exists that the dose limit for the public is exceeded : specific protection measures • Determine the individual dose due to cosmic radiation • Take the dose estimation into account when establishing the work schemes • Inform the workers involved of the health risks • Female workers : protection of the unborn child

  6. Protection measures- art. 27 and following - Manager of undertaking (= operator) is legally bound to put protection devices and dosemeter(s) at disposal of his workers Aviation : • Head of the undertaking is responsible for the dosimetry • Dosemeters not appropriate • Calculate/estimate the dose by means of simulation • Protection devices/measures: • Protection by distance • Protection by shielding • Protection by limitation of the exposure time (working schedule !) • Prevention of contamination

  7. National dosimetric database Basic objective : Ensure in an efficient way the radiological protection of both permanently employed and outside workers. • Supervision tool • Optimization tool • Tool for policy making • Statistics • Epidemiology

  8. National dose registerexposed workers (still under construction) Worker Identification National nb name place and date of birth sex adres Work situation period activity (ISCO) percentage regime statute detail Education & training Employer Identification KBO/BCE nb name adres activity (NACE) contact person operator Y/N Control services occupational health health physics dosimetric service Dosimetric file File nb worker Detail date dosimetric service employer operator Dose period dose type dose validation date of validation Occupational health control period medical fitness validation date of validation Type of dose … Hp(10) measured body dose Hp(0.07) extremity dose E50 internal dose E calculated …

  9. National dose register : input/output Stakeholders involved : • FPS Employment • Employers (+ health physics) • KBO/CBE • Dosimetric Services • Occupational physicians • Individual workers

  10. Queries and statistics • 1 worker • Overview of the doses of 1 worker • Exceeding of a dose limit (statutory/operational) • Professional history between 2 dates • Dose passbook for external workers • A group of workers • List of all workers of an employer • Overview of the annual doses of a group of workers • Overview of the dose details of a group of workers for a year • List of missing doses in a period • List of all modifications carried out in a period • List of all validations carried out in a period • List of all non-validated doses in a period • Statistics • Lists of workers chosen according to certain criteria • Dose statistics for a selected group of workers

  11. eHealth how ? Electronic information exchange between all actors in health care Guaranteed information safety and protection of privacy Fully web-based and opened up for all stakeholders, even individual workers what ? optimise quality and continuity of health care provision optimise patient safety Simplify the administrative formalities for all actors in health care Support the health care policy
