    1. Active Duty Promotions to Cpl/Sgt Presented by: Cpl Williams, PM

    2. General Info During this period of instruction I will use the Lecture Method with that aid of this powerpoint presentation. If you have any questions during this period of instruction please ask.

    3. Learning Objectives To have a better understanding of promotions to Cpl and Sgt, and how to break down the components of a composite score.

    4. Items to Cover During this period of instruction I will cover: 1. General Info regarding promotions to Cpl/Sgt. 2. Promotion Restriction 3. General Info and Breakdown of the Automated Composite Score.

    5. General Info Cpl/Sgt Marines in the grades of Cpl and Sgt are required to exercise an ever-increasing degree of maturity, leadership, and professionalism. To a large extent, accomplishment of the ultimate mission – Success on the Battlefield – depends on the manner in which Marines are developed into small unit leaders and their professional abilities. No Marine should be promoted to Cpl/Sgt who has not positively demonstrated the potential, motivation, and maturity to satisfactorily discharge the duties of a small unit leader.

    6. Promotions to Corporal CMC will control the number of Marines to be promoted to Cpl through the use of the Automated Composite Score. Promotions will be authorized on the basis of vacancies existing throughout the Marine Corps. The determination of which eligible LCpl’s will be promoted is the sole responsibility of the Commander.

    7. Corporal Promotions Since TIG/TIS is computed through the end of the promotion quarter, Marines who meet the TIG/TIS requirements during any month of the promotion quarter may be promoted even if they have not met the 8 month TIG requirement.

    8. Promotion Restriction LCpl’s who are in a Promotion Restriction status will not be promoted. A Marine who has been administratively reduced to LCpl for incompetence will be given his or her original date of rank, but may not be promoted to Cpl for a period of 6 months.

    9. Promotion Restriction A Marine who has been punitively reduced to the grade of LCpl must serve the appropriate restriction as required or the full 8 months TIG, which ever is longer, from the date of reduction before becoming eligible for promotion to Cpl.

    10. Promotion Restriction A Marine LCpl who has received NJP may not be promoted for 3 months from the date of the NJP.

    11. Promotion to Sergeant Promotion to Sgt is based on the same guidelines as Cpl (using the automated composite score). CMC determines the number of vacancies/promotions each month along the same guidelines used to determine Cpl promotions.

    12. Promotion to Sergeant A Cpl will become eligible for promotion to Sgt after serving 12 months TIG and 24 months TIS. The determination of which eligible Cpl’s will be promoted to Sgt, subject to the composite score stipulation, is the sole responsibility of the Commander.

    13. Promotion to Sergeant As with Cpl’s, TIG/TIS is computed through the end of the promotion quarter, and a Cpl will rate and can be promoted during the quarter of which the 12 TIG is met even if the Marine has not served 12 TIG. Cpl’s who are in a promotion restriction status will not be promoted.

    14. Composite Score General Info 1. The unit will be informed via the DFR of the quarterly automated composite score for each eligible Marine prior to the promotion month. 2. Once a regular Marine’s composite score is computed, that composite score is applied for each month of the promotion quarter.

    15. Promotion Quarters 1st: Jan, Feb, Mar 2nd: Apr, May, Jun 3rd: Jul, Aug, Sep 4th: Oct, Nov, Dec

    18. Rifle Marksmanship 1. Use the recorded score achieved on the “KD” or “B-modified” course of fire during the current qual period regardless of the grade held. 2. Failed initial attempts at qual/requal will not be reported unless the commander determines that the failure was the result of lack of effort or negligence on the part of the Marine. 3. Commanders will ensure that deserving Marines are given the opportunity to requal.

    19. Rifle Score 4. If the Marine once again fails to qual after his/her remedial opportunity a rifle score of 190 can be reported on unit diary with the Commanders permission.

    20. PFT 1. Enter the PFT score achieved during the current testing period. If the Marine fails the PFT, then a “0” will be entered for the upcoming promotion quarter. If a Marine fails the PFT then he/she will be on Promotion Restriction for the upcoming promotion quarter.

    21. PFT 2. It is the responsibility of the Command to ensure that Marines who are recently joined by reason of PCS or those re-entering from broken service are given a chance to run a PFT as soon as possible.

    22. Proficiency Marks 1. The mark to be used is the average of all duty proficiency marks assigned since the date of last promotion, reduction, or reenlistment (if there was a break in service of 24 hours or more). If no Pro mark an anticipated Pro mark will be assigned by the commander for Composite Score purposes.

    23. Conduct Marks 1. The mark to be used is the average of all duty conduct marks assigned since the date of last promotion, reduction, or reenlistment (if break in service). 2. In the absence of Conduct Marks the Commander can assign anticipated or projected duty conduct marks for Conduct Marks only.

    24. Time in Grade/Time in Service TIG: The total computation of the total months in the current grade. TIS: The total computation of the total months in service.
