INTERREG Initiative • The EU INTERREG Initiative is playing an increasingly important role in the attempts of the European Community to achieve economic and social cohesion across the overall EU territory. • European Council in Berlin 1999, the Member States emphasised the particular contribution of the INTERREG Initiative to better balanced living conditions of the European territory by promoting: - transnational - cross-border - interregional cooperation & - sustainable development BSR Interreg III B Programme

INTERREG in BSR HOW to achive the objective ? • INTERREG co-operation with third countries, especially with the EU candidate countries Estonia, Latvia, Lithuania and Poland and Russia, Belarus should be further improved! the Berlin European Council underlined the need to co-ordinate the external policy instruments and the Structural Funds in order to make external co-operation possible under INTERREG. INTERREG IIIB and PHARE– programming 2000-2006 • During the period 2000-2006 financial assistance from the European Communities to the candidate countries of Central and Eastern Europe will be provided through three instruments: Phare programme, ISPA and Sapard. • Phare programme covers national programmes, cross border and multi-country programmes and take account of the fact that, since the other two instruments have sectoral objectives, Phare should continue to provide general assistance to the candidate countries to help them prepare for accession. PROGRESS in co-ordinating INTERREG III with other instruments! • INTERREG III Guidelines covers the co-ordination between the ERDF and the external financing instruments. • “the implementation of INTERREG III must ensure coherence and synchronisation with the other financial instruments concerned.” • once a year, a report is provided on the progress achieved as regards co-ordination between the ERDF and the other financial instruments. PROGRESS in co-ordinating INTERREG III with other instruments! • For the Baltic Sea area, the PHARE 2000 Review authorises the use of PHARE-CBC funds for the participation of the Baltic States and Poland in the Interreg IIIB Baltic Sea programme. • “Bringing INTERREG and Tacis funding together” it is a Commission practical guide, published in April 2001, which sets out the history of the two instruments, their current situation and then describes the steps that the Commission is taking to advance co-ordination BSR Interreg III B Programme

BSR INTERREG III B Financing Baltic Sea Region: 97.1M€ ERDF in one common pool plus national co-financing (public or public-like) Denmark, Finland Germany, Sweden (Together 85,4 M€) Norway (12 M€) Phare/ Tacis Others (national, bilateral, Pan-Baltic, private) ERDF in addition: 24 M€ BSR Interreg III B Programme

Participation in BSR INTERREG IIIB projects Non-EU project partners Financing instruments for • Project partners outside the EU area in general must not receive INTERREG funds with the exception that travel and subsistence expenses of those partners can be eligible when a meeting or seminar they attend takes place in the European Union and is part of an approved project. • Project partners from Norway are eligible to receive Norwegian national and regional co-financing. • All other project partners have to find alternative resources like funds from the PHARE and Tacis or other programmes. Participation in BSR INTERREG IIIB projects Accession countries – PHARE CBC Financing instruments for • Project partners from Estonia, Latvia, Lithuania and Poland may apply for co-financing within the PHARE CBC programme. • Budget line for 2001 (call will be open in autumn 2002) funds available per country € 1 Million for Small Project Funds 20.000 – 50.000 € grant size (20% co-financing) € 2 Million for Grant Scheme 50.000 – 300.000€ grant size (20% co-financing) BSR Interreg III B Programme

Participation in BSR INTERREG IIIB projects Belarus and Russia – TACIS CBC Financing instruments for • project partners may be eligible to apply for financing from the Tacis programme. • In particular the Tacis CBC Small Project Facility and the Tacis CBC Micro Project Facility, which are directed to regional and local authorities seems appropriate to co-finance participation in the INTERREG III B programme BSR Interreg III B Programme

WHAT to consider while developing joint BSR INTERREG IIIB projectswith E-BSR partners on board: • different decision making schedule for PHARE and Tacis programmes • projects duration while combining different programmes • including in the project budget possibility to cover travel and accommodation for E-BSR partners in the first and last part of the project (before and after PHARE/TACIS project is completed) • lead applicant for Tacis programme can be also EU member state or one of the accession countries.   18. ensuring financial participation in case of lack of finances from PHARE or Tacis (especially when E-BSR partners have already active role within INTERREG project) • reasonable division of tasks according to funds available • using “Seed Money” for development of project idea and partnership and better preparation for the main project and application! • ensuring that application submitted for complementary project to Tacis or PHARE is handle according the programme requirements. • keep informing and consulting JS also regarding your partners submitting application to different financial instruments.
