In response to C4ISR modeling concerns raised at the Air Force Modeling, Simulation, and Analysis Mini-Caucus held on 8 Oct 99, AF/XOCA and AFCIC/ITA requested the activation of an AF C4ISR Modeling Special Task Group (STG) to focus on C4ISR modeling and data deficiencies. How Did We Get Here?

Why Is It An Issue? • Air Force leadership (Air Staff, MAJCOM(s), Agencies, Bases) unable to adequately justify C4ISR requirements ($$) • Inadequate representation of C4ISR assets ($$) • Wargaming analysis reduced confidence level • Reduced fidelity of training • Multiple labor intensive data calls conducted DoD wide for same information ($$) • Data usually not validated • Data usable life is short (no update process) • C4ISR architectures remain unexecutable ($$) • Systems of systems integration management can not be achieved ($$)

Vision Provide direct C4ISR M&S and architecture support to many separate programs through the introduction of greater efficiency in collection, use, dissemination, and maintenance of C4ISR data to accomplish efforts that otherwise would have to be achieved separately by each program. Vision Benefits • M&S development in Air Force will become faster, cheaper and less risky while maintaining and even improving upon the superior quality of Air Force M&S assets. • Developmental “lessons learned” will result in cost avoidance be reducing errors in future efforts. • M&S modules will be more quickly and inexpensively adapted or configured to solve a broader range of problems. • All disciplines will have a common authoritative product data set. • Automated tools can more easily be developed to improve the consistency and quality of data and software. • M&S developed in one area may be showcased and reused in other areas and across services. • Developments will be easier to defend in budget battles.

Goals • Assess the needs for C4ISR modeling and simulation tools and data. • Evaluate C4ISR modeling methodologies, tools and repositories to be leveraged by the Air Force. • Identify specific C4ISR data requirements to support those models. • Propose an AF process to improve methodologies and tools, and to collect, maintain, and disseminate C4ISR data to support modeling, architectures, and systems integration efforts.

  17. Assumptions • The users of C4ISR M&S, particularly analysis, acquisition, technology and architecture communities, are still evolving their methodologies and tools. • Authoritative C4ISR data is not readily available to Model and Architecture developers. • The C4ISR data acquired is incomplete for simulation and architecture development or ambiguous to the developer. • C4ISR knowledge acquired (at considerable expense) is not retained for future use (fostering unnecessary duplication).

  18. Objective • Clearly identify the C4ISR data requirements throughout the DoD communities that the AF is or will be obligated to support. • Reduce unnecessary C4ISR modeling duplication if identified. • Prevent duplication of labor intensive C4ISR data calls from being levied upon AF MAJCOM(s), agencies, and organizational units. • Provide a clear executable process within the Air Force to collect C4ISR data once and share many times.

  29. Decision Support Center (DSC) The DSC conducts several wide ranging studies annually on C4ISR issues, usually in conjunction with other DoD activities. It is also developing a set of C4ISR databases intended to support its own analysis and to benefit the broader C4ISR community as well.
