  18. New Initiatives by the States

  19. PUNJAB • Timely sowing of crops, Thrust on 100% seed treatment • Enforcement of Preservation of Sub-soil Water Act, 2009 • Propagation of Resource Conservation Technologies viz. zero tillage, minimum tillage etc. • Setting-up of Agricultural Machinery Service Centers to provide custom hiring service in agricultural machinery • Timely arrangements for supply of fungicide to control yellow rust in wheat.

  20. UTTAR PRADESH • Use of hybrid seeds covering 11.5 lakh ha in rice • Weed-free campaign to cover 25 lakh ha area • Promotion of drum seeding, flood tolerant varieties (eg. Swarna Sub-1), drought tolerant (SahbhagiDhan) in rice • Kisan Credit Cards distribution on saturation approach , 27.30 lakh application forms submitted • State Farms exclusively being used for Foundation Seed Production • Campaign for line sowing to cover 15 lakh ha wheat area in 27 Districts • Special arrangements to safeguard against yellow rust in Terai Region • Distribution of Bio fertiliser (PSB) to solve problem of shortage of Phosphatic fertilisers

  21. HIMACHAL PRADESH • National Vegetable Initiative for Urban clusters, • Collection centres for vegetables, • Sub-market yards • Water harvesting and minor irrigation projects. • Apple Rejuvenation, • Strengthening of mushroom units, • Hi-tech floriculture.

UTTARANCHAL • Area Development Programme for villages which have opted for voluntary consolidation of land holdings. • C-DAP based schemes for holistic development of one village in each of the 670 Nyay Panchayats. • Establishment of 3 Farmer-Consumer Market Yard in Dehradun District • Establishment of Market Committees/ Market Yard in Hill areas (first time) • 16 Agriculture Produce Collection Centers established in hills • 3,227 SHGs and 64 Federations formed for production and marketing. • Fallow land development through convergence of RKVY, MGNREGS & other schemes, and Water Conservation based IFS Projects

JAMMU AND KASHMIR • Under National Saffron Mission, 300 ha covered under rejuvenation, 3 Public sector nurseries set up • Vegetable Initiative for Urban Cluster started in Srinagar and Jammu cities • Exhibitions and KisanMelas in far-flung border areas like Gurez • Hybrid rice introduced in Jammu • Seed production of Jaya variety (paddy) for Karnataka

RAJASTHAN • Distribution of improved seed of pulses, fertilizers, implements, under 60000 pulses villages in rain fed area programme • Construction of Farm ponds (8000), Diggies (5500) and Water storage tank( 2000) • Additional promotional assistance on drip up to 40 percent- Rs. 100 Cr. From State Plan • Additional assistance for new electric connection seekers up to 20 percent for MI sets to divert them for pressurized irrigation. Assistance on solar pump sets to run MI system. • Pressurized irrigation made mandatory for whole Narmada Command area. The same policy is also trying to extend in lift canals of IGNP. • Installation of drip irrigation system made mandatory for fruit orchards developed under NHM. • Assistance on water storage Diggies in canal command area for pressurized irrigation. • Fertigation project has been initiated to get the synergetic benefit of drip irrigation. • Promotion of green houses/ poly houses, shading nets and low tunnels where drip irrigation system is a pre requisite. .

ISSUES • HARYANA • Development of Yellow Rust Resistant and Terminal Heat Tolerant varieties. • All Districts may be covered under NFSM- Wheat • New component of PP Chemical for the control of Yellow Rust should be added in NFSM Wheat. • Happy Seeder & Straw Reaper should be included in NFSM-Wheat. • Subsidy on Wheat Certified Seed should be increased from Rs.500/- to Rs.700/- qtl. • Subsidy @ 50% of the cost or Rs.2,500 per qtl. on certified seed of Summer Moong should be provided. • Financial assistance Rs.6.25 crore may be provided to provide subsidy on 25,000 qtl. Seed of Summer Moong. • Procurement of Summer Moongon MSP by Govt. agencies should be ensured.

PUNJAB • Coverage of entire State under NFSM-wheat • Development of yellow rust resistant variety of wheat • Timely and adequate supply of DAP • Uniform rates of subsidy under different schemes. • Revision of Unit Cost for Micro-Irrigation • Increase in quantum of refinance by NABARD from 40% to 75%. • Reduced rate of interest on refinance on short-term loans to 2 %.

UTTAR PRADESH • Demand for fertilisers should be correctly reflected and not under-stated • Banks may be directed to issue Kisan Credit Cards immediately • Steps to control Blue Bull population (meeting with MoEF, coordinated by Planning Commission) • Additional funds under Bundelkhand package required • Flow of funds from State to the various implementing agencies is delayed.

UTTARANCHAL • Sanction of State Level Seed Testing Laboratory. • Enhanced subsidy on small Power Tillers for Hill farmers. • Central grant for purchase of equipments for Bio control lab, Dehradun and Nainital HIMACHAL PRADESH • Contract for transporting fertilisers from Chandigarh to the designated points in H.P needs to be finalised by the Railways

  29. ISSUES Contd.. RAJASHAN • Likely saving under Initiative for Nutritional Security through Intensive Millets Promotion (INSIMP) be permitted to be utilized for general RKVY projects as approved in SLSC as per need. • Positioning of DAP and Urea for Rabi 2011-12 as per month wise requirement. • Opening of New rake points and timely availability of rail racks. • Plan ceiling of CSS under National Mission on Micro Irrigation (NMMI) may be raised from Rs. 131 crores to Rs. 300 crore for 2011-12 looking to huge demand. • Automation and fertigation should be the integral part of NMMI (subsidy on liquid fertilizers).

  30. ISSUES Contd.. JAMMU & KASHMIR • Need for timely declaration of MSP for Wheat & timely procurement by FCI • Assistance for yellow rust management in wheat (For Jammu in Rabi and for Leh & Kargil in Kharif)
