  3. Research TopicsOffice of Legislative Research and General Counsel • A look back at the 2007-2008 tax reform.  What have been its effects? Turns out we cut taxes right at the peak of the bubble and the state took a large revenue hit in 2009 and 2010. Maybe an analysis of the revenue down turn and how the tax cuts affected this. • Transportation funding – gas and special fuels taxes • Earmarking of the sales tax – maybe more of a  budgeting issue – but certainly a timely topic. • Severance taxes – oil and gas.  TRC has done lots of work on this and there are many studies the students could use. • RDAs/CDAs/EDAs – about 7 years ago, the legislature dramatically changed the RDA laws to give more options to municipalities while at least giving the opportunity for school districts to protect their tax base.  A interesting question is to what extent have school boards taken advantage of this base protecting opportunity? Or have simply gone along and joined an CDA or EDA.  For example, the Canyons School District consented to joining tax increment schemes for a movie  theater in Draper, the Scheels Sporting Goods store in Sandy, and the Draper front runner development. This topic would require a lot of digging in public records. But Cathy Dudley at the SOE might have a lot of this information already compiled. • If the students want to wade into the arcane world of property tax administration, they could provide a summary review and analysis of what many of the counties have been doing to adopt a uniform property tax management information system.  Denny Lytle at the tax commission could help with this one.
