ACAC/ACI Seminar on Aerodrome Certification, Marrakech, Morocco 5 & 6 September 2003 • Convention on International Civil Aviation – ICAO’s Objectives enshrined in Article 44: • Article 44 (states, among others): • Ensure safe and orderly growth of international civil aviation globally • Encourage the development of airways, airports and air navigation facilities • Meet the needs of the peoples of the world for safe, regular, efficient and economical air transport • Promote the safety of flight in international civil aviation

ACAC/ACI Seminar on Aerodrome Certification, Marrakech, Morocco 5 & 6 September 2003 Convention on International Civil Aviation (contd): • Article 15 – Non-discriminatory use of airports by carriers of other States; • Article 28 – States undertake to provide airports in accordance with international specifications for global harmonization; • Article 37 – States undertake to adopt the international Standards and Recommended Practices and Procedures developed by ICAO to secure the highest practicable degree of uniformity in regulations, Standards and procedures.

ACAC/ACI Seminar on Aerodrome Certification, Marrakech, Morocco 5 & 6 September 2003 ICAO’s Safety Initiatives:- Aerodrome certification • The What ? - Quality assurance that the aerodrome facilities and services are adequate to ensure safety and security; • Why ? – The travelling public (the ultimate users) needs such an assurance to continue to use air travel as the preferred mode of transportation; public perception of safety; • How ? – Implementation of applicable specifications; evaluate the capabilities of the airport operator, the facilities and services and procedures are satisfactory; impact on safety of operations

ACAC/ACI Seminar on Aerodrome Certification, Marrakech, Morocco 5 & 6 September 2003 • THE NEED for certification: • New airports and lack of such requirements • Shortcomings and deficiencies observed. • Airport privatisation – pros and cons. • Positive aspects: Financial benefits, Modern management and improved efficiency, new technologies, autonomy etc. and. • Other aspects: Possible conflict between commercial interest and safety • Re-affirmation of States’ commitments under the Chicago Convention • Meet the needs of the travelling public

ACAC/ACI Seminar on Aerodrome Certification, Marrakech, Morocco 5 & 6 September 2003 • The TOOLS for certification: • Amendment 4 to Annex 14, Volume I – • Adopted by the Council in March 2001 and became applicable from 1 November 2001; • Its development - coverage of other relevant Annexes for certifying airports; • Protection of visual and non-visual navaids sites; • Co-ordination with other service providers and agencies for a seamless safe operating environment.

ACAC/ACI Seminar on Aerodrome Certification, Marrakech, Morocco 5 & 6 September 2003 Contents of Amendment 4 to Annex 14, Volume I; Section 1.3 • Aerodromes open to public use to be certified as per Annex 14, Vol. I and other relevant Annexes; • From 27 No. 2003, aerodromes used for international operations to be certified (Std); • States’ regulatory framework to establish the criteria for certification (Std); • Submission of an aerodrome manual as part of the application;Certified aerodromes to have an SMS; • From 24 Nov. 2005, SMS shall be in place (Std).

ACAC/ACI Seminar on Aerodrome Certification, Marrakech, Morocco 5 & 6 September 2003 • Additional Safety Initiatives of ICAO: • ICAO Universal Safety Oversight Audit Programme – covering Annexes 1, 6 & 8; • Expansion of the USOAP to cover Annexes 11, 13 & 14 from 2004; Preparations are underway; • Aerodrome certification will figure prominently in the audit process.

ACAC/ACI Seminar on Aerodrome Certification, Marrakech, Morocco 5 & 6 September 2003 CONCLUSIONS: • Safety of civil aviation is of concern to all; • Co-operation between States & industry; • Responsibility of aviation personnel; • Need to be proactive in our efforts to reduce accident rates and improve safety; • Compliance with applicable rules, regulations and procedures.
