  1. Supervisor Creates Performance Plan for Employee via EmpowHR

  2. Select “Internet Explorer”

  3. Enter the URL: https://icams.usda.gov/

  4. Read the warning and select “I agree to the above”.

  5. Enter your EmpowHR User ID and Password and click on “EmpowHR Sign In”.

  6. Click on “Manager Self-Service”.

  7. Click on “Tasks”.

  8. Select “Performance”.

  9. Select “Performance Plan” (Note the buttons to do Mid-Year Reviews and Performance Appraisals)

  10. Click on “New Plan” Employee1 Employee2 Employee3 Employee4 Employee5 Employee6 Employee7 Employee8 Employee9

  11. Enter the date the appraisal period starts and then click the “Add” button. NOTE: For employees Working prior to October 1, xxxx, the date should be 10/01/xxxx. For employees hired after October 1, enter their date of employment as the starting date.

  12. 1. Review dates for accuracy. • Type in “H” for 5 tier • performance.

  13. Click on the “Elements and Standards” tab.

  14. Click on the search icon to select the first element.

  15. Select the first element.

  16. Standard element language will auto-fill for each element selected. If you need to add additional language, you can type it after the standard language. An example of when you would need to add Additional element language would be for situations when supervisors choose to modify another element to include EO/CR rather than having a separate EO/CR element.

  17. Ensure that the element is flagged “Critical” or “Non Critical”.

  18. Select at least 3 standards and enter them beneath the element language.

  19. Click on the “+” sign to insert a new element block for the next element..

  20. Click on the search icon to select the second element.

  21. Select the second element and continue as you did with the first element.

  22. Click on “View All” to see all the elements and standards entered in the plan on one screen if you haven’t already done so earlier.

  23. Review all the elements and standards for accuracy.

  24. 1. After reviewing, scroll to the bottom and click on “SAVE”. 2. Click on “Previous Tab” to return to the “Performance Plan” tab.

  25. Verify there is a “check mark” in the block for “Supervisor Created the Plan”. To print, click on “Create Printable Form”. Only print when a hard copy is needed.

  26. After Saving The Plan, It Will Flow To The Applicable Reviewer Who Will Receive An Email Notification.

  27. Rating Official Tracks the Progress of the Summary Ratings Using EmpowHR Reports

  28. Select Manager Self Service

  29. Select “Performance Summary” located Under “Reports”

  31. Ensure the status for all plans is “Finalized”. This is VERY IMPORTANT! The system will not allow you to enter “Progress Reviews” or “Summary Appraisals” If the plans are “Not Finalized”. Displayed below is a list of Rating Officials who supervise employees.Rating Officials must track the performance plans of employees they supervise to ensure completion by the October 30 deadline. To view the status of performance plans for the employees of the Rating Officials in the list, click in the box under the “Direct Reports” column of the applicable Rating Official.
