Completing the RARF – Stage 1 • Interconnecting Entity (IE) begins submitting the RARF in Stage 1 of the generation interconnection process (refer to Interconnection Handbook at http://www.ercot.com/services/rq/re/index) • Stage 1 RARF submitted for Screening Study and Full Interconnection Study using the currently posted version (RARF v 5.2)

16. Completing the RARF – Stage 1 • Planning Guide Section 6.9 (2) requirement: • “The IE shall provide to ERCOT the data necessary to model the Generation Resource in the base cases created and maintained by SSWG, SPWG, and the DWG, as directed by ERCOT.”

Completing the RARF – Stage 1 • Planning Guide Section 6.9 (1) ERCOT will include a proposed Generation Resource in the planning cases – SSWG, SPWG, DWG if below criteria are met: • Signed SGIA • Air Permit (if necessary) • Water rights (if necessary) • Notice to proceed with construction of interconnection to TSP • Financial security required to fund the interconnection facilities

23. Completing the RARF – Stage 2 • Stage 2 RARF is submitted by registered Resource Entity (RE) only. • Requires a fully completed RARF submittal for new resource(s) and associated equipment to provide the needed data for the new resource(s) to be added to ERCOT Network Operations Model

Completing the RARF – Stage 2 • Operating Guide 5.1 (d) “Typical or representative information may be provided for planned facility …such information shall be revised using actual design or construction information in accordance with the time line for Network Operations Model changes outlined in Protocol Section 3.10.1, Time Line for Network Operations Model Changes.”

Completing the RARF – Stage 2 • Select a target date for the addition of your RARF data into the ERCOT Network Operations Model at least 30 days before desired energization date. • Refer to the ERCOT Network Operations Model Change Schedule for listing of available model load dates and associated deadlines.

26. Completing the RARF – Stage 2 • IMPORTANT -- Start preparing the added RARF data early: 5 - 6 months before desired addition to ERCOT Network Operations Model (MRD). • Contact us at resourcereg@ercot.com to discuss the details of your resource RARF data.

27. Completing the RARF – Stage 2 • Don’t let your RARF submittal be on your new resource’s critical path. • It’s better for your RARF data to be added to the model 2 months early than cause a slip in your energization because the RARF missed a deadline.

Completing the RARF – Stage 2 • ERCOT suggests that you submit a first attempt at completing your RARF at least 130 days before the desired model load to allow time to resolve any RARF data issues. • Send first attempt at a completed RARF to resourcereg@ercot.com with subject line indicating “TEST RARF submittal” and your site name.

Completing the RARF – Stage 2 • The RE must complete the appropriate forms for the type of resource – using the currently posted RARF forms at the time of the submittal (currently RARF v 5.2). • Changes must not be made to the names of the .xls RARF forms nor the structure of the forms in order for the RARF Audit Report to be run.

Completing the RARF – Stage 2 • Wind, Combined Cycle, Conventional and Solar PV generation need three forms and Battery/Storage requires four forms. • Wind – General Site ESIID, Wind, Transmission • CC – General Site ESIID, Combined Cycle, Transmission • Generation - General Site ESIID, Gen, Transmission • Solar PV – General Site ESIID, Gen, Transmission • Battery or storage - General Site ESIID, Gen, Transmission, and Load Resource

31. Completing the RARF – Stage 2 • RARF – Parameters - Gen, Parameters -Wind or Parameters -CC tab – Seasonal Net Max. Sustainable Ratingsneed to match the Interconnection Agreement and the FIS studies. • RARF - Reactive Capability tab – enter the gross leading and lagging reactive capability of the resource, specified at four MW output levels covering the full range of resource operation. • Be sure that the data matches the reactive capability that was stated in the reactive study for your resource(s) provided to the Resource Integration engineer.

Completing the RARF – Stage 2 • Substation capacitors, reactors or other reactive devices are modeled separately and are NOT included in the Reactive Capability tab. • Enter the substation capacitors, reactors on the Capacitor and Reactor Data tab. • Enter the dynamic reactive devices on the Static_Var_Compensator Data tab.

33. Completing the RARF – Stage 2 • Suggest submittal of the reactive study at least 6 months before desired energization to allow time for approval so the RARF can be submitted with the correct resource reactive capability and reactive devices. • Note: It may be necessary to submit the reactive study earlier than 6 months prior to energization depending on lead times for installing the required reactive equipment at the new resource site in time for the initial synchronization.

34. Completing the RARF – Stage 2 • RARF - Transmission form – enter the lines, breakers, switches, transformers, capacitors, reactors, loads, series devices and static var compensators (STATCOMs, DVARs, SVCs) for the new resource site. • All transmission voltage devices must be entered. • Lower voltage devices are entered as needed to model the resource’s connection(s) and associated equipment. • Telemetry is required for all RARF transmission form equipment as well as for the resource(s).

35. Completing the RARF – Stage 2 For Wind and Solar sites: • Enter transmission voltage equipment and lines • Enter station transformer(s) • Enter a pseudo breaker for each resource (representing a group of feeder breakers) • Enter bus tie breaker/switch and transformer breakers and switches • Enter a load on the low side of each station transformer (with or without a breaker or switch) • Enter all reactive devices with associated breakers/switches.

36. Completing the RARF – Stage 2 For Wind resources: • NPRR 425 – covers (1) WGR grouping and (2) aggregation of WTGs into a WGR • Submit requested grouping of WGRs on the RARF “Turbine Details” tab • Submit requested aggregation of WTGs for a WGR on the RARF “Turbine Details” tab • Grouping of WGRs and aggregation of WTGs in a WGR require ERCOT approval – allow 2 weeks for the approval before the RARF submittal deadline. • Section 3.10.7.2 (9), Modeling of Resources and Transmission Loads

Completing the RARF – Stage 2 For Solar PV resources: • Enter the inverter information on the GEN form – “Unit Info – AGR” tab. • Telemetry is required for number of generators (inverters) on-line, number off- line and the number unknown. • Provide separate files for the Solar PV resource collection system data (raw file, sequence file and collector one-line)

Completing the RARF – Stage 2 • If requesting “Non-Modeled Generator” on the RARF refer to Protocol Section 2 definition: • A generator that is: • (a) Capable of providing net output of energy to the ERCOT System; • (b) Ten MW or less in size; or greater than ten MW and registered with the PUCT according to P.U.C. SUBST. R. 25.109, Registration of Power Generation Companies and Self-Generators, as a self-generator; and • (c) Registered with ERCOT as a Non-Modeled Generator, which means that the generator may not participate in the Ancillary Service or energy markets, RUC, or SCED.

Completing the RARF – Stage 2 • Required RARF files are either embedded or added to the zip file on each RARF submittal. • Dynamic data/models – PSSe v33, site one-lines, collector system one-lines and data files, and transformer test reports (showing positive and zero sequence impedances, windings and taps) • All supporting files need to be submitted every time you submit a RARF update (we don’t have an incremental update system).. • Each RARF submittal must be a complete stand-alone package - zip file with all forms and associated files.

Completing the RARF – Stage 2 – Example Time-line The below time-line is for illustration purposes only. • Planned Energization Date (PED): 8/15/2015 • Select MRD (30+ days prior to PED): 7/1/2015 • Start updating RARF: 1/1/2015 • Complete RE registration: 2/1/2015 • Submit initial RARF for test: 2/1/2015 • Submit RARF 4 weeks before deadline: 3/2/2015 • Re-submit RARF with corrections: 3/9/2015 • Receive ERCOT approval of RARF: 3/13/2015 • Receive ERCOT confirmation of MRD: 3/13/2015

Completing the RARF – Stage 3 • Planning Guide Section 6.8.2 (9) The Resource Entity must submit updated Resource Registration data containing changes made for the reasons below for an All-Inclusive Generation Resource. • (a) Within ten Business Days of ERCOT approval of a Net Dependable Capability test to reflect the results of the test; • (b) Within ten Business Days of ERCOT approval of a reactive capability test to reflect the results of the test; • (c) Within ten Business Days of a request by ERCOT to check or update specific Resource Registration data; and • (d) Within ten Business Days of a known change to any Resource Registration data.
