Town fields are expensive and time sensitive venues • Talk more, not less to players. Why? • Be LOUD when calling play-on and procedural calls • Voice more important than hand signals

  8. Youth OfficiatingCoach management • Coaches need loving too • Meet coaches before game: • Agree on rules • Discuss special situations or field conditions • Make sure game time, penalty time, and score keeping, are covered in coach meeting

Thick Ear! • The younger the game age (e.g. U9 and U11), the more involved/vocal the parents

Youth OfficiatingThere are four primary leagues in MA • MBYLL (mybll.org) – U based league with over 200 towns Pan-Mass • TPL (tpllax.com) – Grade based 15 town league in South-Central-North MA • CTL (Plymouthsportscomplex.com) – U based 10 town league in South Shore and Cape • OCLL (oldcolonylax.com) – U based 10 town league in South Eastern MA

  14. Youth OfficiatingHow they pay • MBYLL – $75/game, AO ½ rate and present at every game. Pay at field. If no check, stay clam, email town director when you get home. • TPL – $70/game, AO’s $35/game, all paid through Arbiter from Darrell Benson • CTL - $70/game, all paid through Arbiter and Bernie Beriau • OCLL $70/game, paid on field by coaches

Youth OfficiatingMBYLL Rules • 3/4 LEVEL • 8v8 • MODIFIED SHORT FIELD • (4) 10 minute quarters • (1) pass completed before shot attempted • 1 coach allowed on field 5yds or less to sideline • If player is flagged just sub him...explain what he did • No 1 Handed Checks...Its a slash • NO BODY CHECKING!!! Play the ball not the man. NO LONG POLES • DOWNWARD Stick Checks Allowed BUT Hands must no be raised above shoulders • 6 goal lead losing team gets ball no F/O. • Subs allowed sideline OR end line • if teams can not pick up a loose ball wait 3/4 seconds then award ball AP.

Youth OfficiatingMBYLL Rules • 5/6 LEVEL • Full Field with (4) 10min Quarters • 3 personal fouls or 5 minutes of foul time and player is OUT • (4) 60 inch Max Poles can be used • (6) Goal Lead No F/O...12 Goal Lead Running Time. • Subs Sideline only. • Over and Back In Effect • Counts 20&10 in effect. G.I.I.K.I.I. Under 2 Min 4 Goal or Less Lead in 4th Q is In Effect. • Age Appropriate contact! no big hits no take-out checks • No 1 Handed Checks

Youth OfficiatingMBYLL Rules • 7/8 LEVEL • Full Field with (4) 10min Quarters • 3 personal fouls or 5 minutes of foul time and player is OUT • (4) 72 inch Max Poles can be used • (6) Goal Lead No F/O...12 Goal Lead Running Time. • Subs Sideline only and Over and Back In Effect • Counts 20&10 in effect. G.I.I.K.I.I. Under 2 Min 4 Goal or Less Lead in 4th Q is In Effect. • No take out checks, big hits, or medium hits. Small bumps ok • No 1 Handed Checks • AO’s should be on all games, or min of (2) EMLOA referees

Youth OfficiatingTPL Rules • Play will consist of (4) 15-minute run time quarters, with 1 minute breaks between the quarters, and a 5-minute break at halftime.  • There will be no time outs until play-offs • If multiple games are required to be played on a given game day, (2) 25 minute run time halves may be played if both coaches agree. (5) minute break in between halves. • All NFHS rules are in effect, with only these Exceptions to NFHS rules: • Only goalie counts, and “get-it-in-keep-it-in” last 2-minutes enforced at 5A/5B/6A/6B.  All counts enforced at Grade 7A/7B/8A/8B • No zone defenses allowed.  Violation will be viewed as illegal procedure • If a player fouls out of a game (5 minutes of accumulated penalty time), he is eligible to play in the next scheduled divisional game.  If a player is ejected from a game, he must sit out the next scheduled divisional game

Youth OfficiatingTPL Rules • No player will be allowed to play in the same grade twice.  A player may petition the league for an exception through its TPL town contact. • No player will be allowed to play more than 4 years on the big field (5th through 8th grades).  A player may petition the league through its TPL town contact. • No player from outside the (16) TPL towns may play in the TPL unless his town does not have a boys youth lacrosse program, or a team at his grade or U-level. A player may petition the league for an exception through its TPL town contact. • Age limits have been put in place to provide a safe playing environment, and adhere to US Lacrosse policy.  A player may petition the league for an exception through its TPL town contact. • 5th Grade Division… born on or after 05/01/2007 • 6th Grade Division… born on or after 05/01/2006 • 7th Grade Division – born on or after 05/01/2005 • 8th Grade Division – born on or after 05/01/2004

Youth OfficiatingCTL and OCLL Rules U11: NOTE: U11 select use all the same rules as U13 / U15 below.   HOWEVER- • There is no body checking allowed at U11 select! • Body contact is allowed, but only the amount needed to play 1v1 defense, box out on a GB, or to turn a player back on a ride. • Players who deliver body checks on GB’s, in the middle of the field, or in any situation where the ball carrier is defenseless, will be penalized. • ​NO LONG POLES AT U11 Select • Stick length: Players are allowed and encouraged to have sticks lengths under 40 inches. Appropriate length is about belly to chest high when standing next to stick.

Youth OfficiatingCTL and OCLL Rules U13 and U15: • All games will be played with four - 15 minute running time quarters. ​If goal difference is <3,  then they will have us do "STOP TIME" for last minute. • Officials Keep Game Time.  Offending Team keeps penalty time. • Time will stop only during injury or time out situations. • Time Outs may be called anywhere on the field as long as you have possession of the ball or it is a dead ball situation. • All teams are allowed 1 - 90 second timeout per half or overtime period.  The game clock is stopped during all timeouts called by a coach or official. • Penalties are running time with 10 secs. added to all time-serving penalties.  Clock starts when play resumes after penalty. • If the score is tied at the end of regulation play, there will be a 6 minute, running time sudden-death overtime period.

  22. Youth OfficiatingCTL and OCLL Rules Mercy Rule: • 7 or more goals - losing teams gets ball at center X w no face off after any goal. • No more than 4 long poles on the field at 1 time. Stick Checks: • 2 hands on stick • Under control to the stick or gloves • One handed wrap checks allowed at U15 only Illegal Sticks: Coaches may not request formal stick checks. But, if a referee wants to check for illegal stick, they can. • An illegal pocket will result in a 30-second penalty. • Illegal stick length will simply be a turnover and stick removed from play. Long Pole restrictions: • Grades 7/8 may use a full length 72" long pole • Grades 5/6 may use modified long poles (no longer than 60") • Grade 4 NO long poles.

Youth OfficiatingCTL and OCLL Rules Counts: • All counts are enforced at U15.  After possession is gained, a team has 20 seconds to cross midfield and then 10 seconds to “get it in” to the offensive box. • Only goalie counts (4 seconds) at U11 Select & U13 • During final 2-minutes of a game, teams must “Get-it-in, Keep-it-in” to the offensive area This will be enforced at U11 Select, U13 & U15. • If a player is ejected from a game, he must sit out the next scheduled CTL game.​​​​​​
