  5. Prop 50 Project Timing • Encumber by June 30, 2008 • Agreements must be executed by this date • Complete Projects by March 2010 • Final Report must be approved in March • Disburse Funds by June 30, 2010 • FINAL Invoice must be submitted no later than April 30, 2010

  6. Program Fund Limits • Max. Grant Amount - $5,000,000 • Min. Grant Amount - $125,000 • Match Requirements • 20% (Projects ranging from $1,000,000 - $5,000,000) • 15% (Projects less than $1,000,000) • Wastewater System Improvement Projects • Eligible up to 25% • 70/30 Split between Southern and Northern California

Eligible Project Types • Improve water quality at public beaches (AB 411 bacteriological standards met). • Provide comprehensive capability for monitoring, collecting, and analyzing ambient coastal water quality. • Make improvements to existing sewer collection systems and septic systems for the restoration and protection of coastal water quality (25% funding). • Implement stormwater and runoff pollution reduction and prevention programs for the restoration and protection of coastal water quality. • Consistent with the State’s Nonpoint Source (NPS) control program.

Project Requirements • Demonstrate Benefits for 20 years • Consistent with Recovery Plans • (i.e. coho salmon, etc.) • Prior Projects Funded by Prop 13 Ineligible • NPS (CWC, 79110) and CNPS (CWC, 79148) • Monitoring & Reporting Plan • Statewide Water Ambient Monitoring Program (SWAMP) • Quality Assurance Project Plan (QAPP) • Final Report • Approvals, Entitlements, and Permits

CBI Research Priorities • Develop and test rapid indicators • Epidemiological studies • Develop new quantifiable, accurate and relatively inexpensive indicators • Develop and test Source Tracking tools • AB 538 (Statutes 1999, Chapter 488) • Evaluate the effectiveness of BMPs • Improve circulation in enclosed beaches • Improve the ability to monitor bacterial transport mechanisms

CBI Implementation Priorities Meet Any One of the Following Four Criteria OR Listed on the Clean Beaches Task Force (CBTF) Competitive Location List: • High frequency (>4 percent) of bacterial standard exceedences during weekly monitoring of coastal waters (as specified in Health and Safety Code, Section 115880 (AB 411, Statutes of 1997, Chapter 765); • A known public health threat or source of human sewage discharge to ocean waters adjacent to a beach; • The beach received a grade of “C”, “D”, or “F” on Heal the Bay’s report card at least once during the previous three AB 411 time periods (April 1 to October 31); or • Demonstrated bacterial contamination problems. Monitoring results must be provided to demonstrate contamination.

Program Preferences (Bonus Points) • Integrates into a larger project and provide multiple-benefits; • Contributes expeditiously and measurably to the long-term attainment and maintenance of water quality standards by implementing a TMDL; • Eliminate or significantly reduces pollution into areas of special biological significance (ASBS); • Consistent with an existing coho salmon, steelhead trout, or other threatened or endangered species recovery plans; or • Improves water quality in disadvantaged communities.
