  2. What is EXCEL? • Mount Vernon City School District is eligible to receive $20 million for building improvements with NO SCHOOL PROPERTY TAX IMPACT!

  3. WHAT IS EXCEL AID? • EXCEL STANDS FOR “EXPANDING OUR CHILDREN’S EDUCATION AND LEARNING”.

  4. What is EXCEL? • The aid is a one time allocation of construction related funds for New York State school districts. • As of Nov. 2008 the Mount Vernon City School District has been allocated $7,653,793.

  5. Maximizing State Share • EXCEL can be used with regular NYS building aid. • Combined the District can leverage $7.7 million up to $20 million

  6. WHAT IS EXCEL AID? • The purpose of the EXCEL aid is to provide additional funding for specified types of school construction projects.

  7. How will funds be used? The EXCEL Aid would be used to address the following areas in need: • Dangerous conditions and safety issues • Building and Accessibility code violations • Outdated electrical systems • Worn out HVAC components and control systems • Leaking roofs that damaged ceilings & walls • Drafty doors and windows • Preserve investment in information technology

  8. What will voters see in the poll booth? They will see Proposition 1 Shall the October 2, 2008 bond resolution authorizing the issuance of $20,000,000 bonds (25 year maximum maturity) to pay the cost of the reconstruction of various School District buildings, at a maximum estimated cost of $20,000,000; providing for a tax levy therefore in annual installments (ONLY after the use of State EXCEL funds and other State aid which is projected to total $20,000,000); pledging the District’s faith and credit for debt service; delegating power with respect to bonds and note; and providing for an estoppel procedure, be approved? PROPOSITION 1 YES _______ NO _______

  9. Questions & Answers Q: If these projects are fully funded, why will there be a separate proposition? A: According to the NYS Education Law, to be eligible to receive state aid for capital projects, a district must have voter authorization. Also, all borrowings or bonds must have voter approval. So, these projects will require a bond which, in turn, requires voter approval.

  10. Questions & Answers Q: How did the District decide on these projects for Excel Aid? A: In 1999 a study was done by architects and engineers to identify the needs of the District. These projects are maintenance issues that have not yet been addressed.

  11. Questions & Answers Q: Are there any local costs to the Taxpayers? A: NO! All projects are fully funded by New York State. There will be no cost to the taxpayer’s local school property taxes.

  12. Questions & Answers Q: What is the timeline for completing these projects? A: Once the voters approve the proposition, we will need to get the State Education Department (SED) to approve each project. When approval by SED is granted, we will solicit bids for each project.

  13. Questions & Answers Q: Instead of addressing the needs of these projects, can we transfer the aid to the budget (General Fund) to lower the tax rate? A: NO. The funds are specifically designated for construction projects only and cannot be transferred to the General Fund for other purposes.
