A Brief History of Reform • 1990 Kentucky Education Reform Act (KERA) – a transformation of all aspects of Kentucky education • 1997 Postsecondary Education Reform – focusing on increase the number of college graduates and creating the KY Community & Technical College System • 2000 KIDS NOW – early care and education for Kentucky’s children • 2009 Senate Bill 1 – to better prepare students for college and the workplace Slide 2

Progress in Kentucky • Kentucky up from 43rd in 1992 to 32nd in 2009 on education index on attainment/achievement • Ranks 2nd nationally on returns on education investments • 4th graders outpacing nation on reading, math tests • High school dropout rate improving • More postsecondary students and graduates • Kentucky first in nation to adopt new clearer academic standards But attainment still lags while need for education grows……… Slide 3

Task Force Topics • Improving college readiness: K-12 and postsecondary working on unified strategy • College credits during high school: giving more students access to dual credit programs • Measuring what employers value: developing a career-focused program of study linked to economic and employment needs • Ramping up academics in career and technical education: combining academic content with C&T courses Slide 7

Task Force Topics (continued) • Using technology for teaching and learning: KET and Department of Education partnering to improve student access to online learning • Recruiting & retaining good teachers: higher admission requirements for teacher prep programs and better school experiences for new teachers • Smoothing the path from preschool to K-12: defining school readiness around developmental areas Slide 8

What’s Happening Now • KY has adopted new, clearer academic standards to define what students should know and be able to do • New tests being developed to measure student achievement on new standards • Graduate Kentucky focusing on increasing the graduation rate • K-12 and postsecondary working together to increase high school graduation, better prepare students for college Slide 9

What’s Happening Now (continuted) • KY part of regional initiative to link academics to career and technical studies • Task Force on Early Childhood Development & Education • Partnership for Next Generation Learning • Expanded “Middle College” to move more high school students to college • New teacher preparation requirements Slide 10

The New Academic Standards • Developed by KY and 47 other states, using the best from the nation • Aligned with college and work expectations • Are clear, understandable and consistent • Include challenging content • Reflect the standards of countries with highest-performing students Slide 11
