Background: Calling the Estates General • Estates General • Assembly of representatives from all three estates • Goal: Reform Taxing, Fix the Debt • Voting in Estates General • One vote per estate • 1st and 2nd outvote 3rd • 3rd estate = commoners; 98% of population • Issues: Inequality, King’s lack of leadership, 3rd Estate frustrations
