  2. National action plan National strategy published in 2007 and NAP scheduled for 2011 • A broad consultation will start at the end of 2009 • a consultation process will begin in December • thematic working groups with five stakeholder committees : State, elected officials, civil society, trade unions of the employees and of the employers • several meetings to be planned in 2010. Proposals and recommendations will contribute to the adaptation plan • thematic expertise is associated to these working groups

Inter-ministerial working group – phase 2 A WG on vulnerability, impacts, adaptation and associated costs exists since 2007 Gathers different state departments and ministries, representatives from the private, civil society and research sectors Phase 1 (2008) : vulnerability and impacts identified • Phase 2 : quantitative aspects • 9 sub working groups • first exercise to quantify impacts and adaptation costs • final report to be published in September (phase 1 on line) • core document for the beginning of the NAP process

CC in on going processes • Newsletter for local elected members • raising awareness and share local initiatives • Broad consultation on going about sea issues • “Grenelle de la mer” : • Impact of CC and SLR have been identified in many of the 400 proposals (SLR vulnerability mapping, etc.) • Proposal will be analysed and translated in policy instruments • specific case of the UPR and overseas territories clearly focused • Impacts of climate change on health • The High Council for Public Health has been asked to produce a specific expertise • This specific document will be issued in September.

  5. Regional & local levels Territorial climate & energy plan process (PCET) • mandatory (law) for administrative regions, districts and cities beyond 50 000 inhbts • climate change adaptation to be considered in these plans • process to be fulfilled in 2012, one years after the NAP publication (Grenelle de l’Environnement laws) ; • around 250 plans forecasted On going process of Regional framework (SRADT) All these plans will be integrated to existing regional and sub level development planning and funding schemes

  6. Research Sea level rise • recent publications about Languedoc-Roussillon and Aquitaine vulnerability. Works on SLR are beginning in France Buildings and cities • VURCA project : climate change and cities interactions Water • RExHySS project will present its finding at the end of the year (river flows, land use and underground sea level) Research funding • GICC programme (Ministry of Ecology and Energy) and ANR (National Research Agency) • Growing interest of the sub national bodies (impacts, downscaling models, etc.)
