  1. Presentation to the Portfolio Committee on Transport by Joe Odhiambo CEO, Agrément South Africa 15 March 2011

  2. Introduction Mandate “Agrément” is a French word and it means consent or approval. The mandate of the Board is provided on the delegation of authority 21 November 1970, as amended on 15th February 1999 from the Minister of Public Works. The Board of Agrément SA is to: Support and promote the process of integrated socio-economic development in South Africa. Facilitate introduction, application and utilisation of satisfactory innovation and technology development. Enhance Agrément SA’s position as the internationally acknowledged, objective South African centre for the assessment and certification of non-standardised construction products.

  3. Why Agrément? South Africa has a need for the delivery of improved infrastructure. Many products have been substandard – failures. The consumer must be protected from substandard products. Government wants to encourage innovation in the construction industry. AGRÉMENT certificates facilitate this process because the fitness-for-purpose has been objectively tested. AGRÉMENT SOUTH AFRICA serves the national interest by being the internationally acknowledged, independent South African centre serving the building and engineering communities by providing assurance to specifiers and users via technical approvals of fitness-for-purpose of non-standardised and/or unconventional products.

  8. Technical Assessment Criteria

  9. Technical Assessment Criteria • Test methods & performance criteria for the assessment of products • Bituminous road products • Thin bituminous surfacing systems • Non-traditional soil additive • Evaluation of bridge deck joints • Guidelines document for the assessment and certification of cold mix materials for patching and pothole repairs

  10. Examples of Accreditation

  11. Roads products • Non-traditional soil stabiliser • PC FOR ROADS Non-traditional soil additive - 2010/373 • Marble Gold 453 (Pty) Ltd trading as PowerCemPC for Roads a brand name for an additive consisting of earth alkaloids & zeolites which is used in conjunction with cement for road base stabilisation. It reacts with cement & bond in-situ soil to form a water resistant, elastic & high strength composite material.Enviro Prime - 2010/375is an emulsified cutback bitumen prime. It is applied in the field in a similar manner to conventional MC 30 prime. As a prime coat the product will promote adhesion between the base and upper pavement or surfacing layer by ensuring a sound and dust-free surface inhibit the ingress of water into the base prior to the construction of overlying layers or surfacing bind the finer particles on the upper zone of the base to accommodate light construction traffic for short periods until an additional overlying layer or surfacing can be placed.

  12. Thin bituminous surfacing systems NOVACHIP The product consists of an open-graded asphalt placed on a film of NOVATACK tack coat by a self-priming paver. The function of the tack coat is to seal the existing surface and to ensure a high tensile bonding between the NOVACHIP mix and the existing surface. The NOVACHIP mix provides the functional friction course. Frictionpaveis a thin bituminous surfacing system with a nominal compacted thickness of between 16 and 25 mm. The system consists of 9.5 or 13 mm nominal maximum aggregate size (72-80% passing), open graded, Ultra Thin Friction Course (UTFC) which is placed on tack coat by using a self-priming paver UL-M 20/10 Thin bituminous road surfacing system. UL-M 20/10 is generally laid to a nominal compacted thickness ranging from 20 - 40 mm. Principally it consists of a blend of modified bituminous binder Evatech U (EVA), graded crushed stone (aggregates) of nominal size 10 mm and a filler. The UL-M 20/10 is applied by a paver over a tack coat. It is designed to provide improved skid resistance and reduce tyre/surface noise levels and, where required, reduce permeability.

  13. Products undergoing evaluation

  14. Products undergoing evaluation Ecobond - soil stabilizer as a soil stabilizer in all types of road base construction and other water resistant soil applications such as tanking. Pure crete soil stabilizer in road construction. It is described as a complex, concentrated, multi-enzyme product (of organic origin, without bacteria, non-toxic, non-inflammable, non-explosive, non-corrosive, non-volatile, bio-degradable) which has a durable and improving effect on the mechanical properties of soil material. Matrex cold-mix asphalt for road patching or pothole repairs on bituminous surfaces of roads. Tarfix cold-mix asphalt for road patching or pothole repairs on bituminous surfaces of roads
