What is the Northampton Transportation Plan? • A working document. • Identifies existing deficiencies • Establishes future policies and goals. • Informational resource. • Sample programs/products for City to expand upon. • Transportation element of comprehensive plan & EO 418 (Funded by FHWA, MassHighway, FTA, PVTA, & City of Northampton.)

Northampton Vision 2020 • Identified the transportation related goals from Vision 2020. • Develop a system to rate these goals with the Transportation Committee. • Enhances Safety, Improves Multi-modalism, Enhances Accessibility, Promotes Smooth Circulation, Enhances Livability. • Advanced the top goals to formulate the recommendations of the plan. 156 goals to 57 ideas to 17 recommendations • Responding to citizen concerns • City transportation policies • Traffic safety education programs • Models to improve existing programs • Expand transit access • Downtown traffic study • Sidewalk Inventory • Specialized engineering studies

Crash Data • MassHighway data 1997 - 1999. • 2400 reported crashes. • 56 pedestrian related crashes. • 34 bicycle related crashes. • 1495 reported injuries. • 7 fatalities. • Top locations researched through Northampton Police Department Database. • Collision Diagrams prepared for top 10 locations over last two years.

  9. Northampton Transit System • 6 Fixed Routes. • Fare-Free Service • $0.25 fare on Blue 44 • April 2001 Ridership Survey • 75% of all riders do not own a vehicle. • 80% walk to the bus. • Blue 43 (UMass Route) has the highest ridership. • 25% of trips for recreational or shopping purposes.

Enforcement • Proper Enforcement is required to Make Legislation Work. • Actively involve the Police Department in any Traffic Calming Program. • Continue to apply for special grants to fund special enforcement programs. • Advance measures to improve crash reporting methods • Work to develop consistent naming convention for intersections. • Develop a process to prioritize top crash locations. • Continue to develop collision diagrams for high crash locations.
