Federal Funding Sources: Title I Purpose: In its most basic terms, Title I’s purpose is to provide all children significant opportunity to receive a fair, equitable, and high-quality education, and to close educational achievement gaps. ESSA opens the door to use Title I funds more flexibly by removing the traditional supplement, not supplant test.
Federal Funding Sources: Title II Purpose: Increase academic achievement by improving teacher and principal quality. Title II Funds may be used to carry out this purpose through: • Recruiting and retaining highly qualified teachers and administrators • Increasing numbers of highly qualified teachers • Reforming teacher and principal certification programs
Federal Funding Sources: Title III Purpose: To help ensure that English Learners attain English proficiency and develop high levels of academic achievement in English • Supplement, not supplant for Title III has not changed under ESSA • Required activities: EL-Specific PD and Family Engagement Activities
Federal Funding Sources: Title I, Part C Purpose: To support states to provide supplemental educational support to migratory students to reduce educational disruptions • Migrant Regional Centers provide direct services in consultation with LEAs • Must be supplemental to all other federal funding sources, including Title III

Expansion of Allowable Activities Under ESSA: Title I Under ESSA, expenditures must continue to be reasonable, allocable, and necessary to the Title I program. Reasonable – costs comparable to fair market value Allocable – allowable under Title I, Part A Necessary – essential to accomplish the objectives of the grant project
Supplement, not supplant Supplement, not supplant becomes a fiscal test and not expenditure specific. Targeted Assistance Program (TAS) – the expenditure or cost must benefit identified students. Schoolwide Program (SWP) – the LEA must create a methodology to demonstrate that state and local funds are not withheld from Title I schools because they receive Title I funding.
TAS vs SWP Targeted Assistance Schoolwide • Activity and expenditure must benefit only students identified through student selection • Supplemental instruction / services • All students are eligible • Strategies implemented are identified through the CNA included in the schoolwide plan • Provide high quality education for all students to close the achievement gap
Expansion of Allowable Activities Under ESSA: Title I Allowable use of Title I funds: Instruction • Certified and non-certified instructional staff to provide supplemental direct instruction (push-in/pull-out, extended time learning activities, and preschool) • Materials and supplies to supplement curriculum (manipulatives, LLI kits) • Technology (supplemental devices, software)
