The Department identified that the Division of Highways needed an integrated automated system that would allow for comprehensive and electronic construction, materials, and laboratory information management. The system needed to provide for data entry, tracking, and reporting, and analysis of contract data from contract award through closes-out.

  3. The system needed to be capable of being used by all levels of construction and materials personnel, and allow for the electronic transfer of both field and office data. It was required that the system be available as “commercial off the shelf”, optimize the replacement of existing legacy systems (e.g. WinCAPs, Claims Tracking, ASCOT), and not need software customization to use. Site Manager met these requirements.

  4. Phase 1 (Construction) Project Kick-Off was in September 2012. The project team was empowered to make decisions on how to use the product on behalf of the Department including what changes were needed to existing practices. The team was charged with ensuring that the construction component was ready for use in time for the 2013 “construction season”.

  5. Construction Management Features • Direct interface and contract data loading from the Department’s preconstruction system (PES/LAS). • Recording of various project data such as subcontract approvals; change order creation, tracking and approvals; and disputes and claim tracking; key dates; and scheduled events.

  6. Construction Management Features cont. • Reporting to capture field data such as personnel, equipment, pay item quantities, and force account. • Replacing the Construction Diary with the Daily Work Report (DWR). • Generation of progress estimates and final payment.
