  2. CHILDREN’S HEALTH INSURANCE PROGRAM REAUTHORIZATION ACT OF 2009 (CHIPRA) • Requires SSA to make available to States an electronic data exchange matching name, SSN, DOB & citizenship data • Exchange available 01/01/10 • Known as “CHIP” (Children’s Health Insurance Program)

General Requirements • State & SSA sign Computer Matching and Privacy Protection Act (CMPPA) & Information Exchange (IEA) Agreements • Use existing SSA-State telecommunications network—File Transfer Management System (FTMS) • Use an existing SSA-State data exchange—State Verification & Exchange System (SVES) • A batch exchange

Intended Usage • New MEDICAID & CHIP applications beginning 01/01/10 • Match on ID elements (Name, SSN, DOB) and provide useful information for non-matches • Provide death data, where available • For matched record, provide citizenship related data—substantiation, not proof • Expedite State eligibility determinations, and minimize costs and inconvenience to applicants & states

  5. Experience to Date (05/18/10) • 28 States submitted CHIP queries • Total of 7,714,544 queries submitted • Substantiated citizenship for 90% of queries

  6. Concerns • Existing data bases, not just new applications submitted for matching • Incorrect requests (for Non-Approved SSA records & on wrong SSNs) reduces match rate • Volume limitation on requests • Connections with agencies not in approved network

  7. Future • Online CHIP query • Potential application of CHIP for Health Care Reform and High Risk Pools
