Cooperative Intelligent Transport Systems ITS (C-ITS) is a subset of ITS in which information is communicated and shared between ITS station applications to facilitate actions and decisions that improve ITS safety, sustainability, efficiency and comfort beyond that achievable by stand-alone systems. Harmonization between SDOs • ISO / CEN work jointly together and aim on international harmonization with other SDOs and stakeholders. • EU/US task force Harmonization Task Groups HTG1 and HTG3 checked available standards from various SDOs and presented recommendations on harmonization. A set of reports is publicly available. • There are liaisons between major SDOs on the issue of message sets (BSM, CAM, DENM, SPAT, ...) and the usage of Local Dynamic Map (LDM).   13. Industry initiatives towards harmonization Six major infrastructure suppliers announced their joint work towards a common set of standards for Cooperative Mobility services. European vehicle manufacturers announced a Memorandum of Understanding on Cooperative ITS (C-ITS). However these two big groups have very different basic requirements.   16. ITS-S architecture (ISO 21217) The ITS-S is defined as a Bounded Secured Managed Domain. There are many other stations used in ITS already today, which are not following the principles of BSMD. Nevertheless communications between ITS-SUs = BSME and other ITS station units has to be possible. C-ITS standarisation, testing and procurement

Classification & management of ITS applications (PT1601 TS 17419) • C-ITS uses ITS-S applications and communications between ITS-SUs on the basis of TRUST (BSME). • To establish trust requires • globally unique identifierswhich are both internal and external to ITS-SUs, • related registries, • certification labs, • trust authorities and • a public key infrastructure. ITS station management • Several management issues are identified: • Local station management including interference and channel congestion management (ISO 24102-1) • Access technology management (ISO 21218) • Remote station management (ISO 24102-2) • Station-internal management communications (ISO 24102-4) • Path and flow management (ISO 24102-6) • Management of service advertisement (ISO 24102-5) • Management service access points (ISO 24102-3) • Early implementations do not need to implement all of this. ITS application requirements for selection of communication profiles (PT1601 TS 17423) • Connects applications to communications in a future-proof way: • ITS-S application process present requirements and objectives for communications to the ITS-S management • ITS-S management continuously monitors status of available communication tools. • ITS-S management continuously monitors regulations and policies. • ITS-S management automatically selects and updates appropriate communication protocol stacks for all flows of ITS-S application processes, see also ISO 24102-6. Scenarios & Technologies • Required and feasible C-ITS scenarios & technologies: • Single-hop communications using FSAP (ISO 24102-5) over FNTP (ISO 29281-1) and 5,9 GHz (ISO 21215). • Roadside – Vehicle: Short sessions similar to EFC sessionsand local information dissemination (e.g. SPAT at intersections) • Vehicle – Vehicle: Information dissemination (e.g. BSM / CAM / DENM). • Ordinary hot-spot communications (WiFi) with non-moving stations.   24. Conformance and interoperability testing ISO and CEN selected ETSI to develop test suites and test platforms. For a number of communication standards from ISO and ETSI, and for message set based applications from ETSI test suites already exist. STF 455 funded by the EC under mandate M/453 currently is extending the C-ITS test platform at ETSI to include the test suites for ISO base standards of communication protocols. Such a test platform is a prerequisite for conformance testing and certification of equipment. A demonstration is planned for the ITS world congress in Japan in autumn 2013.   27. Standards release 1 for C-ITS • The definition of a Release 1 for C-ITS at CEN, ETSI and ISO started. It is expected that a Release • aims on identifying a set of standards which "fit together" • allowing development of conformant implementations by selection of those standards required for a specific conformance profile. However ETSI is solely working on an ETSI Release 1, ignoring standards from CEN and ISO. Comparing the current "official" ETSI proposal and a proposal made by CEN/ISO experts, almost no overlap is given. C-ITS standarisation, testing and procurement

  28. ETSI Release 1 for C-ITS In April 2013 ETSI TC ITS approved the ETSI Release 1 for C-ITS. ISO Release for C-ITS ISO TC204 approved a resolution on a release for C-ITS and created work items for conformity profiles: considering all relevant standards, not just ISO standards is preparing this in a joint cooperation with CEN aims on providing guidelines for usage C-ITS standarisation, testing and procurement

All ITS-S applications shall have an ITS-AID assigned to them prior to installation in an ITS-SU. • ITS-AOOID • An ITS application object owner identifier is used to uniquely identify an owner of specifications of ITS application objects. • ITS-EMID • An ITS equipment manufacturer identifier is used to uniquely identify a manufacturer of ITS equipment. It is used in the communication profile selection process specified in CEN/ISO TS 17423. An ITS flow type is a set of communication requirements and objectives specified in CEN/ISO TS 17423 and used by the ITS-S management to select an optimum ITS-S communication profile. An ITS flow type may be identified by a globally unique well-known ITS flow type identifier (ITS-FlowTypeID). • ITS-LCHID • An ITS logical channel identifier is used to uniquely identify an ITS logical channel in the ITS-S communication profile selection process specified in CEN/ISO TS 17423.
