COMMON COSTS – NATION BORNE COSTS COMMON COSTS - Financed through ATHENA - By Member States based on the GNI key • Limited to a list of common costs for each phase of operation • Limited by a budget • Only incremental costs NATION BORNE COSTS - Pre-financing by ATHENA • Reimbursement by Member and Third States based on usage • List approved by Special Committee for each operation • No budget: paid as used A T H E N A

  3. COMMON COSTS PREPARATORY PHASE «  Incremental costs of transport and accommodation necessary for exploratory missions and preparations (in particular fact-finding missions and reconnaissance) by military forces with a view to a specific Union military operation » A T H E N A

COMMON COSTS ACTIVE PHASE I) ANNEX III-A: all EU military operations A) HQS: OHQ + FHQ(s) + Component HQ(s) (air, sea, army, special forces) Transportation to/from/within theatre Communication and information systems (CIS) HQ facilities/lodging in theatre →not for OHQ Administration Local Civilian Hires Representation and hospitality Information campaign by OHQ and FHQ A T H E N A

COMMON COSTS ACTIVE PHASE • ANNEX III-A: all EU military operations B) FORCES as a whole: - INFRASTRUCTURE common used a) airports, railways, harbours, roads, parking lots b) points of disembarkation, forward assembly areas, c) static force protection, storage facilities, d) engineering support - Identifications and markings (including ESDP medals) • MEDEVAC (emergency medical evacuations) • Reimbursements to/from a Member State, NATO, the United Nations etc. A T H E N A

COMMON COSTS ACTIVE PHASE III) STRATEGIC AIRLIFT for short notice deployment of BG • During the next two years, the Council will accept • Financing in common of incremental costs • For EU Member States • When providing strategic airlift for short notice deployment of Battle Groups in accordance with the Battle Group concept. • The Council will determine the flat rates, below actual costs, applicable to the payment or reimbursement of these costs. COMMON COSTS ACTIVE PHASE IV) When requested by OpCdr + approved by Special Committee a) Essential additional equipment b) Medical services: roles 1, 2 and 3 facilities in theatre c) Acquisition of information d) Other critical theatre-level capabilities: • Demining insofar as necessary for the operation • Chemical, biological, radiological and nuclear protection (CBRN) • Fuel storage and supply facilities • Storage and destruction of arms and ammunitions collected in theatre A T H E N A

COMMON COSTS WINDING UP PHASE • Costs incurred for finding the final destination of equipment and infrastructure funded in common (sold, stored or given → resulting costs) • Incremental costs of drawing up the accounts for the operation in accordance with Annex III for HQs (transport, accommodation, CIS, administration, etc.) A T H E N A

NATION BORNE COSTS DIFFICULTY: BILLING THE STATES • Requires same accounting as common costs - Plus statements of « who is using what? » (certified in theatre by Senior National Officer of each State) • FHQ sends to ATHENA-Brussels each month: • Statements of expenditure per NBC item + • Statements of « who used what » • ATHENA-Brussels bills the States & collects reimbursements • Probably requires a second accounting section • Local personnel may be hired to help, but accountants needed A T H E N A

  14. COMMON COSTS – NATION BORNE COSTS • HQs have no authority to contract in areas which are neither common costs nor NBCs • Request from Special Committee authorisation(s) on what should be financed in common or managed in common within the limits of reason A T H E N A
