Situation • National Special Security Event (NSSE) • DHS designated G-20 as NSSE • USSS assumes mandated role as Lead Federal Agency • 23 Nations’ Heads of State & Finance Ministers • Includes EU, IMF, and others (approximately 3,000 delegates total) • Approximately 5,000 credentialed media • USSS Leads Executive Steering Committee (ESC) • Pittsburgh PD, Co-Chair; • USCG, member of ESC • 23 Subcommittees – USCG Maritime Security Chair

Situation • 24SEP: Delegation Motorcade Arrivals – All-day event w/ bridge & river impact – Non-U.S. Embassy delegation evening river cruise (tentative, USCG will escort) – 1235 hrs Pittsburgh Pirates game • 25SEP: G-20 Summit & Delegation Departures – Spouses Luncheon site North Shore – Downtown streets shut down – Large delays & disruptions – Bridge & river impact – 20K protestors estimated – 1905 hrs Pittsburgh Pirates game

  5. Atlantic Strike Team Support at theG20 Economic Summit 23-25 September 2009 CDR Richard Schultz Commanding Officer, Atlantic Strike Team

  6. In accordance with Homeland Security Management Directive 600,a CERCLA Project Number was opened to fund response activities in the event of a HAZMAT/CBRN response.

  7. Mission August 4, 2009 the Atlantic Strike Team was requested by MSU Pittsburgh to provide hazardous materials response, technical decontamination, and extraction/evacuation of dignitaries in the event of a CBRN incident in the vicinity of the David C. Lawrence Convention Center. Coordinating with the USSS and MSU Pittsburgh, the Atlantic Strike Team drafted a Concept of Operations that outlined operational parameters. • August 4, 2009: MSU Pittsburgh requested AST assistance. • August 14, 2009: MSU Pittsburgh opened a CERCLA Project Number to fund National Strike Force (NSF) support. • September 21, 2009: 21 NSF Responders departed the AST from Fort Dix, NJ

Supporting the G20Hazardous Materials Decontamination Team Mission: Immediate response for technical decontamination of dignitaries including POTUS and other foreign dignitaries in the event of a hazardous materials/CBRN incident in the vicinity of the David C. Lawrence Convention Center. Team and response equipment were staged at the Convention Center for the duration of the operation. Staffing: 10 NSF Responders Secondary Decontamination Team Mission: Decontamination of NSF and other response assets in the event of a hazardous materials/CBRN incident. Team and response equipment were staged at the Maritime Operations Center for the duration of the operation. Staffing: 6 NSF Responders

  9. 32’ Munson Extraction/Evacuation Team Mission: Perform dignitary extraction/evacuation in the event of a hazardous materials/CBRN incident including POTUS. Team and equipment were underway during the operational period in the vicinity of the David C. Lawrence Convention Center. Staffing: 3 NSF Responders AST Liaisons Mission: Provide technical expertise and liaise with MSU Pittsburgh Command Staff and Deployable Operations Group Team Leaders. Team provided support to the Maritime Operations Center, Incident Command Post, and Emergency Operations Center. Staffing: 2 NSF Responders
