As Commander in Chief… • Took several steps to modernize the navy • Rose above the grasping Stalwarts  cleaned up gov’t corruption • Investigated frauds/abuses in the civil service (granting of post-office contracts) • Helped to pass the Pendleton Civil Service Act (1883) • Surprised his Stalwart-supporters – worked to reform civil service AND lower protective tariffs (that would benefit consumers instead of the elite business owners) • Sacrificed support of spoils-men of the Stalwarts for the good of the people, and God • Vetoed the Chinese Exclusion Act that imposed taxes and laws on the Chinese to inhibit them from success, bravely standing up to Congress (even though Congress overrode his veto 1882)

Rising Up to Monumental Success • “Rose” up to the challenge of inheriting the presidency from Garfield • Rose above the spoils men of the Stalwarts to serve God instead of the corrupt Conklingites • The monument is a smaller fountain (representing Garfield) shooting water into a 21-ft fountain shooting water high in the air (representing arthur rising above all the corruption) because he was the 21st president • Red, white, blue flowers around it to represent America, and tall sunflowers to also show how he rose up above expectations of himself as president • Small rose garden (play on for “rising”) • Memorial plaque
