  3. CFGM Project Goals • 1: Expand and Diversify the CLC • Rationale: While the current size of the CLC has worked well in its “start up” phase, the network needs to be larger and more diverse. For example, a number of important constituencies are not currently represented, such as suburban community associations, the business community, and civil rights organizations. There also needs to be greater representation and activity by urban neighborhood associations, representing low-income residents.

CFGM Project Goals • 2: Examine past and current trends in develop-ment and public expenditures - connecting them to their impact on the community – and communicate our findings and insights with multiple stakeholder groups. • Rationale: Before proposing alternatives, the CLC needs to be able to make a convincing case to citizens and elected officials that current trends are inefficient and inequitable. Making that case requires gathering and analyzing data, and presenting it in ways that are meaningful for each audience.

CFGM Project Goals • 3: Formulate and communicate specific policy positions on issues related to growth and development – both original to CLC and in response to measures proposed by others. • Rationale: Long term, CLC must do more than react to proposals put forth by elected officials, and city/county staff members. Using the data and information we have collected, along with information about what has and has not worked in other urban areas, we will work to provide fresh thinking on old problems and workable alternatives to current practices and policies.

  6. CFGM Project Goals • 4: Increase representation by smart growth advocates (including representatives of grassroots organizations) on both formal and informal decision-making bodies. • Rationale: Public policy is set and influenced by a range of entities that are formed advise both elected bodies and depts. of city and county government. Generally speaking, the representatives serving on these entities represent the “status quo.” Where there is community representation to these bodies, it is generally through “citizen advisory boards” which offer a vehicle to express views but no real clout. To counter this, CLC will aim to have its members appointed to both permanent and ad-hoc entities involved in setting and shaping development policies.

  7. CFGM Project Goals • 5: Promote and foster new “cross border” relationships between organizations serving low-income neighborhoods, environmental groups, suburban community associations, and other Coalition members. • Rationale: Although many of CLC’s initial members are community activists, they have generally not crossed paths before. Moreover, our research suggests that CLC members’ personal agendas (e.g. disappearing environmental resources and neighborhood poverty) are not clearly linked.

  8. Project Activities • Compile, analyze and communicate research and data about the impact of sprawl in Shelby County, including the effects on low-income communities. • Conduct a strategic outreach campaign to expand the Coalition in size, diversity, and effectiveness. • Increase and diversify CLC communications vehicles – including policy documents. • Present community presentations about sprawl and the CLC to community associations, civic groups, and other constituencies that are concerned about the issues and interested in getting involved.

  9. Project Activities • Plan and present a Shelby County Smart Growth Summit to (1) communicate the concept of smart growth to the general public, elected officials, and others; (2) tell the story about the impact of sprawl on Shelby County; (3) introduce the Coalition’s Principles; (4) identify policy suggestions; and (5) attract and recruit new Coalition members. • Arrange meetings for CLC members with elected officials and appointed staff, to present the results of our research and make the case for both broad and specific policy changes.

  10. Additional Conditions • Submit a plan for recruiting additional members, specifically builders, realtors and developers • Submit a plan for leveraging additional dollars to support the project over the next three years • Submit a timeline regarding the specific outcomes outlined in the logic model • Submit a long-term plan to sustain the program. • Six month site visit
