  3. Example 1:Western Guangxi: Roads Development Project ($1.566 billion with a $300 m ADB loan)(Longlin to Baise) 177 km • Rural Road Improvement • 260 km of rural roads linking to expressway interchanges • increase agricultural products to markets • access to off-farm employment

  4. Village Road Improvement • Rehabilitate 750 km of the total 4000 km of rural roads in project area • Synergistic effects: school and health clinic construction; transport of chemical fertilizer for agriculture

  5. Rural Transport Services • construct 48 township bus stations • expand bus service network to spread accessibility benefits • help improve access to poorer villages and townships • establish more demand-responsive services between townships and nearby villages

Poverty Reduction Impacts of Local Roads • switch from animal carts, tractors, and village mini-bus to trucks (10-15 tractor loads = 1 truck) • reduce spoilage of fruits and vegetables and reduce use of intermediaries for livestock • reduce unhealthy air quality and unsafe driving conditions due to dust, landslides, and mud • reach isolated communities • reduce accidents • improve access to school and health facilities

Other Results • Emergence of sideline businesses Grain processing, leather shoemaking, truck and mini-bus • Access to job opportunities outside of the village • Demand for upgrade of sanitation facilities and environmental protection • Village pressure on townships and county to improve infrastructure in all 3 villages

Lessons for Success • Government commitment at all levels and funding support • Participatory planning approach • Integration of a bundle of infrastructure with income generation, capacity building, experts, and community development fund • Sustainable project management and maintenance systems • Dynamic design – flexibility to adjust project design according to villagers’ needs • Long term external advisory and self-help assistance (consultants and educational assistance) • Independent monitoring
