  2. Pilot Initiative • 3,600 rural youth of 30 headquarter blocks of each District and additional 6 blocks of 5 different LWE affected districts to be covered in the pilot phase through State Level Counseling Camp. Panchayati Raj Department Government of Orissa

Strategy • Eligibility • Rural youth within the age group of 18-35 years • Identification of trainees • 100 suitable, potential candidates per block • 50% should be from SC /ST category • BDO to certify the age and BPL category • Administrative • CE-DSMS will coordinate under the guidance of PD-DRDA • BDOs will coordinate preliminary screening camp at Block level • ACP will facilitate the filling up on-line application form of applicatnts • Transportation • Ordinary bus fair / 2nd class sleeper train fair shall be allowed for traveling from Block to State level counseling camp at Bhubaneswar • BDOs will do all logistic arrangement for sending candidates to attend State Level Counseling Camp at Bhubaneswar. Fund Provision • All DRDAs are required to remit 1% of the total SGSY allocation to corpus fund of skill development cell of ORMAS • The traveling expenses of the candidates to be borne by concerned blocks out of SGSY training fund • Each block can spend max. Rs. 10000/- [i.e. Rs. 100/- per candidate] for initial screening out of SGSY training fund. Panchayati Raj Department Government of Orissa

Issues • +2 final year/ +3 final year students [going to appear the university exam.]/under aged persons/un-interested persons have been identified to attend the counseling camp, which shows improper counseling at block level. • Blocks did not follow the trade list [only 15 trades]. Aspirants are demanding the trades which are not in the list. • Late uploading of data in on-line application at block level. • Rayagada block nominated girls trainees . • Blocks:- Jharsuguda, Naktideul, Barkot, Nayagarh and Phulbani nominated less than 100 perspective trainees. • Aspirants with typed Token numbers which were not generated using software application (Shergarh Block). • No DRDA has yet remitted 1% of SGSY total allocation to State Level Project Cell of ORMAS. Objective • To bring the rural youth of the state to the economic mainstream, and to harness the demographic dividend. • To equip rural youth with marketable skills to enhance their capacity to secure employment in the organized sector with adequate income generation. Initiatives taken so far • Formation of Skill development cell at ORMAS • Regular review meetings with PIAs • Physical monitoring the placement of trained youth • Web based software to facilitate the process. • Sensitization of Chief Executives of DSMS, BDOs and Computer Programmers Workshop on the program for BDOs, CE-DSMS, PIAs Monitoring by ORMAS team Panchayati Raj Department Government of Orissa
