Project Strategic Objectives • Evaluate the process from the planning to implementation/executionstage of the 2013/2014; • Come up with a set of recommendationsto address potential gaps in the Imihigoprocess; • Recommend ways of developing imihigo so that it provides more robust and sustainable management system (account for Relevance, Effectiveness, efficiency, utility, sustainability, timeliness and spill-over effects/impact)

Research Questions Main question: How can Imihigo be improved to accelerate economic transformation, growth and improve the welfare of citizens? • Assessing performance in meeting 2013/14 imihigo outputs • Assessing the extent to which Imihigo is Producing transformative outcomes • Perceptions of citizens on intended outcomes,...

  4. What are we intending to evaluate? • At District Level • Imihigo targets under: • Economic pillar (land consolidation, cop productivity, livestock productivity, infrastructure, settlements,…) • Social Pillar (quality of education, use of mutual health insurance, health facility,…), • Good Governance and Justice Pillar(access to equitable justice, enhancing accountability and citizen participation,...) At Ministerial level: * Assessing Ministries specific targets Eg. Soil erosion infrastructures, Agricultural productivity, Use of fertilizers post-harvest infrastructure,…

  5. What approaches to be used? At Ministerial and District Level 2. Drilling down: a. Probability sample of sites for verification of the targets b. Concerns: On-site verification of identified concerns 1. A full Audits of progress towards achieving the 2013-14 targets through Paper Work: Implementation reports, quarterly reports, financial /disbursement reports,… • Assess the links to National Planning Priorities; • Evaluation of the District/Ministry Progress • Evaluation of Efficiency in Budget Execution • Cost Effectiveness Evaluation

  6. What approaches to be used? 3. Interviews with Ministry’s/District Executive team (steps followed in designing imihogo, What is being done is being done? How is being done? How is it contributing to transformation?...); 4.Individual and group interviews with: JADF, District councils, village leaders 5. FGDs with Citizens How Imihigo is contributing to the transformative development , How are hard things tackled , the extent to which cross-cutting issues are being incorporated,...” “ Ever heard about the district Imihigo targets, how they find out what the priorities are, ever heard opportunities to contribute to district Imihigo, Who agrees their districts targets? Are targets reflecting the reality on the ground, What effect is this having on people’s lives, who is benefiting, how they bring their unmet needs on table and how they raise concern with officials...”

  7. What approaches to be used? 6. Satisfaction Perception Survey : Satisfaction about both the processes of developing and implementing Imihigo and intended outcomes Community perception: survey to capture how Imihigo is transforming citizens’ lives (5400 people) On-line survey with senior ministry officials, District officials, JADF, Councils, Parliamentarians On-line satisfaction survey with employees at Ministerial and District levels
