The Changes • Education, health and social care working better together for individual children and generally. • Knowing what help is out there for children, young people and their families with special educational needs and/or disabilities (the Local Offer) • One co-ordinated assessment leading to a single plan(Education, Health and Care Plan)

  4. More Changes • Giving parents/carers and their children more say about the help they get – local authorities must take into account what they say, keep checking on their views and publish them.

  5. And More ...... • The Education, Health and Care(EHC) Plan can run from birth to 25 though for most it would finish earlier when the young person leaves school or college. • Colleges and other further education institutions will need to follow the EHC Plan and older learners will have the same statutory protection as school aged pupils.

  6. And More .... • If they wish, parents may claim a personal budget to fund elements of their child’s education, health or social care (the details to be determined locally)

  7. When will this happen? • The Children and Families Bill is currently going through Parliament. • The new Code of Practice is being considered by the Department for Education following a consultation. • It all starts in September 2014 – new assessments will result in an EHC Plan. • Transition arrangements for those who already have a statement or a learning difficulties assessment (LDA) will be agreed.

What is happening in Luton? • Luton is already in a good place as relationships are generally good; inclusive schools; joint commissioning • Steering group and working groups • Involvement of all agencies • Close links with parents • Consultation with children and young people • Start of pilots next term
