Purpose of District Focus Groups Collect views on the implementation of the IFSC service mode Effectiveness of IFSCs in achieving the four guiding principles; and Effectiveness of IFSCs in serving specific target groups in each district. Discuss suggestions/ recommendations for further improvement of the IFCS service mode. NOT targeted at individual IFSC. 3

  4. Two Types of Focus Groups District focus group for social work professionals. District focus group for stakeholders.

  5. Objectives of Focus Groups for Professional To collect feedback on how effective are the IFSCs in implementing the four guiding principles; To collect views on how effective are they in serving specific target groups; To discusssuggestions forimproving the IFSC service mode.

  6. Purposes of Focus Groups for Stakeholders To collect stakeholders’ feedback on: how effective is the IFSC mode in providing family service in the district and how effective is the current collaboration and partnership with related government departments, welfare organizations, and district organizations.

  7. Composition of Focus Groups for Social Work Professionals SWD and NGO IFSC service operators One supervisor and one frontline social worker from each IFSC in the district.

  8. Composition of Focus Groups for Stakeholders 10 to 15 community stakeholders District Coordinating Committee on Family and Child Welfare Service members; District Welfare Coordinating Mechanism members; Other personnel considered appropriate by the DO, e.g. Department of Health, Housing Department, Hospital Authority.

  9. Confidentiality All the data collected in the focus group interview will be kept strictly confidential. Group data will normally be reported and the anonymity of participants/ centres will be protected. The discussion would be audio-recorded to ensure accuracy of report.

  10. Pre-field work preparation Consultantswould read the following before the focus group meetings: • the centre reports of IFSCs of the district, • the district profile information provided on the SWD website (only 0607). • Any supplementary information considered helpful by the DOs.

  11. Logistic arrangement Assistance from DSW Offices on the following areas would be very much helpful: Arrangement of meeting venue. Invitation of related personnel to the focus groups. Arrangement of audio recording equipment at the meeting venue. Arrangement of a seating plan with representatives from SWD and NGO well mingled, and the facilitator sitting in the middle of the long side of a table if feasible. Arrangement of drinks and related documents.

  12. Implementation • To maximize efficiency in data collection, the two focus groups are suggested to be completed within the same day. • For interview guidelines of the focus groups, please refer to the handouts.

  14. Reporting Summary notes of the focus groups for social work professionals may be sent back to a designated staff of the DSW Office for checking.
