Office of Naval Research Naval Research Laboratory (Appropriations Act, 1916)“[Conduct] exploratory and research work…necessary… for the benefit of Government service, including the construction, equipment, and operation of a laboratory….” Office of Naval Research(Public Law 588, 1946)“… plan, foster, and encourage scientific research in recognition of its paramount importance as related to the maintenance of future naval power, and the preservation of national security.… ” Transitioning S&T(Defense Authorization Act, 2001)“…manage the Navy’s basic, applied, and advanced research to foster transition from science and technology to higher levels of research, development, test, and evaluation.”

  3. Navy Energy Goals Ray Mabus, Secretary of the Navy, January 2010 James F. Amos, Commandant of the Marine Corps Reduce battlefield requirement for energy by 50% by 2025; and 50% of bases and stations will be net-zero energy consumers by 2020. (March 2011) Energy Efficient Acquisition: Evaluation of energy factors are mandatory when awarding contracts for systems and buildings. Increase Alternative Energy Ashore: By 2020, DON will produce at least 50% of shore-based energy requirements from alternative sources; 50% of DON installations will be net-zero Increase Alternative Energy Use DON-Wide: By 2020, 50% of total DON energy consumption will come from alternative sources

Attributes Necessary to Successfully Transition Power Systems into Dept of Defense: Major Driving Factors: ENERGY DENSITY & EFFICIENCY (which equates to size/weight) MOBILITY Worldwide Organization Energy is ‘Tail To Tooth’ : Logistics of movement are important (hazardous materials, size/weight, robustness) Performance under non-optimal conditions (cloudy days, far from equator…..) Optimizing for one location is not optimal. Withstand Harsh Environments: Temperature -25 deg F to 160 deg F Desert Environment (sand, heat) Arctic (Cold, windy, icy Maritime Environment (Pressure at Depth, corrosive salt water, fog) Wartime (smoke, mud, rain, UV resistant, wind) Robustness: Can it withstand 18-22year olds? Transit Drop, Loose Cargo Bounce, Can it be fixed in the field? Low/No Maintenance. Ready when I need it. Energy Density: W/kg Packaging: Can it be stacked? Fits in a Pallet, can it be carried (1-2 men), How long does it take to set it up? Integration: Military Standard Connectors, will it work with existing systems? Available voltage? Is it easy to deploy/use?

Ground Renewable Expeditionary Network Energy System (GREENS) Product Description: The Ground Renewable Expeditionary Energy Network System (GREENS) is a man transportable module system with renewable energy collection and storage capabilities that can energize Communicational / Electrical equipment, sensors and radios. The GREENS uses arrays of solar panels and rechargeable batteries to provide an average continuous output of 300 Watts. Need Addressed and Importance to the Warfighter: GREENS fills the gap between what a large power generator and a battery provides. In addition to renewable energy the GREENS can also be hybridized with generators and vehicle power to provide a intelligent small scale energy management system. Reduction in fuel convoys.
