Rural Community Development Project in Jabal Al - hoss Overview:Microfinance in Syria is a youth industry, in 2006 they form under state planning commission an office for microfinance but no clear regulations or legal frame work yet. Many projects try to work as microfinance without following best practices.Why Jabal Al Hoss:1- One of the poorest area in the rural countryside of Syria according to the international studies.2- Difficult access to funds.UNDP in cooperation with the Syrian Governmentaiming at attaining two goals of theThird Development Millennium sign the document paper of Rural Community Development at Jabal Al Hoss:1-Fight poverty and improve the income of households , through consolidation of nation microfinance system .2-Activate women participation in development and enable them socially & economically.

Rural Community Development Project in Jabal Al - hoss • Provide the legal framework for the sanadiq • Transfer the financial and organizational management of the sanadiq from the project staff to the village committees . • Expand the microfinance net to reach /40/ sandouq . • Work to supply additional funds - to establish new sanadiq as to reach /60/ villages in the project area – amounting to US$ 2.600.000 of which :US$ 2.000.000 for funding new sanadiq and US$ 600.000 administrative costs . • Introduce new income generating activities (industrial –vocational …) that fit the capacities of the area and its local community . Expected outputs of the project Alleviate poverty in the project’s area and create job opportunities , through the lending policy applied to implement income generating activities and conducting training courses , to enable women economically and socially , start handing over financial and organizational management of the sanadiq gradually , to the village committees and executive board of the sanadiq . * Sanduq = Village Development Fund, Pls.Sanadiq Project Objectives

Rural Community Development Project in Jabal Al-Hoss • Project achievements 1- Establish and expand the sanadiq net to include 32 sanduq funded by US$ 1672000 in both phases , starting on September 2000 till now .2- Access sustainability of the sanadiq that offer micro loans to the local community , as well as accept savings and provide financial services and propose practical procedures on all levels to achieve this objective .3- Carry out 145 training courses for 2588 trainees and 6 study tours for the sanadiq committee members , in addition to several training courses for the project staff . 4- Cooperate with international organizations , governments and foreign Embassies to get the necessary funds to implement and develop applicable enterprises in the area .5- Put the organizational and administration structure of the project according to Ministerial decree No. 125 issued on 16.05.2006 , in which duties of project sections and departments are specified .

Rural Community Development Project in Jabal Al-Hoss 1st achievement: establish and fund development sanadiq 1- Establish and expand the sanadiq • Support the central fund by expanding its capital from 5.465.00 S.L. in phase I to 23.325.000 S.L. in phase II . • Increase number of sanadiq from 9 in 2000 to 20 in 2001 , 22 in 2002 and 32 in 2006 . Number of shareholders also increased from 1025 in 2000 to 3455 in 2001 , 4691 in 2002 , 6000 in 2003 and 7360 in 2006 . Percentage of portfolio at risk decreases to less than 5% , taking in consideration that percentage of women shareholders and borrowers in 40% .

Rural Community Development Project in Jabal Al-Hoss Second achievement: Provide the basis of sustainability for the sanadiq • Total number of loans 8760 at 300 million S.L. and repayment percentage 95%. • Number of outstanding loans 2023 at 81.150.316 S.L. • At the end of 2005 the sanadiq reached a growth rate in the portfolio and a percentage of sustainability as follows :

Rural Community Development Project in Jabal Al-Hoss Third achievement: training and lifting capacities • Carry out 130 training courses for 2253 shareholders in the following fields : illiteracy obliteration, health awareness and first aid, handcraft, establishing an income generating enterprises, keeping livestock, maintaining electrical equipment, electronic maintenance, maintaining cars, training trainers for the workshops ,training nursemaids for the kindergartens , mushroom cultivation , keeping honey bees and livestock . • Carry out 6 study tours (for 50 women and 65 men) and 15 training courses for 335 trainees of the committee members in the fields of : financial and accounting basis of microfinance , bylaws of the sanadiq and computer operation . • participate in training courses to develop the project staff capacities in the fields of : financial analysis , basis of Islamic finance and banking , export plan (how to export) , in addition to several courses in computer and English. Carry out 145 training courses for 2588 trainees and 6 study tours for the sanadiq committee members , in addition to several training courses for the project staff .

Rural Community Development Project in Jabal Al-Hoss 4th achievement : International cooperation • With Japanese Government to get funds for phase II amounting to US$ 1.500.000 through UNDP, and cooperate with JICA to carry out social and health studies and develop women handcraft in the area , carried out by the Japanese volunteers . • With the Afro-Asian Organization introduce mushroom as a new IGA. • With FAO (telefood program), in the following grants : (1) mushroom , (3) sheep (1) egg laying hens , (1) turkey , (1) honey bee keeping and (2) home gardens . • With the British Embassy to establish microfinance sandouq with a capital amounting to US$ 10.000 and rehabilitation of two Roman wells by US$ 5.000 in Rassem AL-SHieh . • The German Embassy also financed two workshops for the finishing of R.Women products. • In addition to establishing two kindergartens in Khanasser and Bnan . Cooperate with international organizations , governments and foreign Embassies to get the necessary funds to develop applicable enterprises in the area .

Rural Community Development Project in Jabal Al-Hoss 5th achievement : organizational and administration structure of the project According to the Ministry decree No. 125 issued on 16.05.2006 a microfinance section was included for the first time in the Ministries structure .   15. 1-the poor can: *mobilize their financial resources as shareholders. *mobilize their human capacities to manage and operate their own institutions. *invest short term loans in profitable income generating activities. *Be credit worthiness and repay loans in time. 2-Women highly contribute in shares, loans and management.
