2. MAY 01, 1987, THE NCF AND THE MARINE CORPS GOT MARRIED. THE TERMS OF REFERENCE WAS CREATED. THE T.O.R. IS A GUIDELINE HOW TO INCORPORATE AN NCF UNIT INTO A MAGTF. IT GIVES THE MAGTF COMMANDER TACTICAL CONTROL OVER THE NCF UNIT.

3. THE MAGTF IS RESPONSIBLE FOR PROVIDING THE FOLLOWING. CLASS I - SUBSISTANCE CLASS II - P.O.L.’S CLASS IV - CONSTRUCTION MATERIALS CLASS V - AMMUNITION

4. FOUR CRITICAL ELEMENTS OF EVERY MAGTF. COMMAND ELEMENT - (CE) GROUND COMBAT ELEMNT - (GCE) AVIATION COMBAT ELEMENT - (ACE) COMBAT SERVICE SUPPORT ELEMENT - (CSSE) NCF UNIT ?

5. COMMAND ELEMENT (CE) THE HEADQUARTERS, COMMAND, CONTROL, AND COORDINATION. COMPOSED OF THE COMMANDER, EXECUTIVE AND SPECIAL STAFFS, AND REQUISITE COMMUNICATIONS AND SERVICE SUPPORT FACILITIES.

6. GROUND COMBAT ELEMENT (GCE) TASK ORGANIZED TO CONDUCT GROUND OPERATIONS. CONSTRUCTED AROUND MARINE A INFANTRY UNIT.

7. AVIATION COMBAT ELEMENT (ACE) TASK - ORGANIZED TO CONDUCT AVIATION SUPPORT AND TACTICAL OPERATIONS. FUNCTIONS INCLUDE AIR RECONNAISSANCE, ANTI-AIR WARFARE, ASSAULT SUPPORT, OFFENSIVE AIR SUPPORT, AND ELECTRONIC WARFARE. CONSTRUCTED AROUND A MARINE AVIATION UNIT.

8. COMBAT SERVICE SUPPORT ELEMENT (CSSE) TASK - ORGANIZED TO PROVIDE SUPPORT NECESSARY TO ACCOMPLISH THE MAGTF MISSION. PROVIDES SUPPLY, MAINTENANCE, TRANSPORTATION, ENGINEER, HEALTH, POSTAL, DISBURSING, PRISONER OF WAR, AUTOMATED INFORMATION SYSTEMS, EXCHANGE, UTILITIES,AND LEGAL SERVICES. NCF UNIT NORMALLY ASSIGNED HERE.

9. FOUR TYPES OF MAGTF ORGANIZATION MARINE EXPEDITIONARY FORCE - (MEF) MARINE EXPEDITIONARY BRIGADE - (MEB) MARINE EXPEDITIONARY UNIT - (MEU) MARINE EXPEDITIONARY UNIT SPECIAL OPERATIONS CAPABLE (MEUSOC) SPECIAL MAGTF’S - SPECIFICALLY TAILORED FOR A SPECIAL MISSION.

10. MARINE EXPEDITIONARY FORCE (40,000 - 100,000 PERSONNEL) SUPPORTED BY A NAVAL CONSTRUCTION REGIMENT. 3 NMCB’S, 1 NCFSU. SELF - SUSTAINING FOR SIXTY DAYS. STANDING OGANIZATION I MEF - CAMP PENDELTON, CA. II MEF - CAMP LEJUENE, NC. III MEF - OKINAWA, JAPAN.

12. MARINE EXPEDITIONARY BRIGADE (16,000 - 20,000 PERSONNEL) SUPPORTED BY A NAVAL MOBILE CONSTRUCTION BATTALION. SELF SUSTAINING FOR 30 DAYS. ACTIVATED WITHIN EACH MEF. 1ST MEB ----> I MEF 2ND MEB ----> II MEF 3RD MEB ----> III MEF

14. MARINE EXPEDITIONARY UNIT (1,000 - 4,000 PERONNEL) SUPPORTED BY AN AIR DET, POSSIBLY A HEAVY AIR DET. SELF - SUSTAINING FOR 15 DAYS. IMMEDIATE RESPONSE WITHIN 6 HOURS. CAN OPERATE INDEPENDENTLY OR AS THE FORWARD ELEMENT OF A MEF.

16. NAVAL CONSTRUCTION FORCE ORGANIZATIONS. NAVAL CONSTRUCTION BRIGADE. NAVAL CONSTRUCTION REGIMENT. NAVAL CONSTRUCTION FORCE SUPPORT UNIT. NAVAL MOBILE CONSTRUCTION BATTALION. AMPHIBIOUS CONSTRUCTION BATTALION. CONSTRUCTION BATTALION MAINTENANCE UNIT. UNDERWATER CONSTRUCTION TEAM. CONSTRUCTION BATTALION UNIT.

17. NAVAL CONSTRUCTION BRIGADE (NCB) AN NCB EXERCISES ADMINISTRATIVE AND OPCON OF TWO OR MORE NCR’S OPERATING IN A SPECIFIC GEOGRAPHIC AREA OR IN SUPPORT OF A SPECIFIC MILITARY OPERATION. THE NCB PROVIDES AS INITIAL REVIEW OF PLANS, PROGRAMS, AND CONSTRUCTION CAPABILITIES; ASSIGNS PRIORITIES AND DEADLINES; AND DIRECTS DISTRIBUTION OF UNITS OR MATERIALS AND EQUIPMENT.

18. NAVAL CONSTRUCTION REGIMENT (NCR) A NCR EXERCISES ADMINISTRATIVE AND OPCON OF TWO OR MORE NMCB’S OPERATING IN A SPECIFIC GEOGRAPHIC AREA OR OPERATING IN SUPPORT OF A SPECIFIC MILITARY OPERATION. MAY BE OPCON TO A MEF. DEVELOPS CONSTRUCTION EXECUTION PLANS. ASSIGNS CONSTRUCTION PROJECTS TO ITS UNITS. MONITORS PROGRESS. PERFORMS QUALITY CONTROL. DIRECTS REDISTRIBUTION OF UNITS, EQUIPMENT, AND MATERIALS. REVIEWS PLANS AND OPERATIONS REPORTS. MAINTAINS GREATER PLANNING, ESTIMATING, AND ENGINEERING CAPABILITIES THAN THE BATTALIONS.

19. NAVAL CONSTRUCTION FORCE SUPPORT UNIT (NCFSU) THE NCFSU PROVIDES OPERATIONAL CONSTRUCTION LOGISTICS SUPPORT TO THE DEPLOYMENT AREA FOR AN NCR OF UP TO FOUR NMCB’S. CONTROLS REQUISITIONING, EXPEDITING, RECEIVING, ISSUING, AND DELIVERING CONSTRUCTION (CLASS IV) MATERIALS. PROVIDES MAINTENANCE SUPPORT FOR NCF AUXILLARY CONSRTUCTION AND TRANSPORTAITION EQUIPMENT. OVERHAULS AND DOES SPECIALIZED REPAIR OF EQUIPMENT COMPONENTS. PROVIDES THE OPERATION AND MAINTENANCE CAPABILITIES FOR ROCK CRUSHERS, ASPHALT AND CONCRETE PLANTS, LARGE PAVING MACHINES, AND LONG - HAUL TRANSPORTATION WHEN REQUIRED.

20. NAVAL MOBILE CONSRUCTION BATTALION (NMCB) PROVIDE RESPONSIVE MILITARY QUALITY CONSTRUCTION SUPPORT TO THE NAVY, MARINE CORPS, AND OTHER FORCES ENGAGED IN MILITARY OPERATIONS. CONSTRUCT BASE FACILITIES CONDUCT DEFENSIVE AS REQUIRED BY THE CIRCUMSTANCES OF THE DEPLOYMENT SITUATION. SUPPORT BATTLE DAMAGED REPAIR OPERATIONS (RRR). CONDUCT DISASTER CONTROL RECOVERY OPERATIONS AND EMERGENCY PUBLIC WORKS OPERATING FUNCTIONS.

22. NMCB AIR DETATCHMENT THE AIR DET IS A TASK - ORGANIZED ELEMENT OF AN NMCB. IT IS COMPOSED OF 89 PERSONNEL AND 38 ITEMS OF CESE. IS LIMITED TO 250 - 300 SHORT TONS OF AIR SHIPMENT. THE AIR DET IS USED TO REPAIR IMMEDIATE WAR DAMAGE AND CONSTRUCT URGENT PROJECTS REQUIRED BY MAJOR OPERATIONAL PLANS.

23. NMCB CIVIC ACTION TEAM (SEABEE TEAM) THE CIVIC ACTION SEABEE TEAM IS A SMALL, HIGHLY MOBILE CONSTRUCTION UNIT THAT IS TASK ORGANIZED FROM NMCB ASSETS. THE CIVIC ACTION TEAM PROVIDES SOCIOECONOMIC COMMUNITY DEVELOPMENT, DISASTER RELIEF, AND TECHNICAL ASSISTANCE. THE TEAM SUPERVISES NATION - ASSISTANCE CONSTRUCTION PROJECTS ON - THE - JOB TRAINING AND CLASSROOM INSRUCTION IN THIRD WORLD NATIONS.

28. AMPHIBIOUS CONSTRUCTION BATTALION (ACB) THE MISSION OF AN ACB IS TO PROVIDE ENGINEERING SUPPORT TO NAVAL BEACH GROUP DURING THE INITIAL ASSAULT AND LANDING PHASE OF AMPHIBIOUS OPERATIONS. ASSEMBLING AND INSTALLING PONTOON CAUSEWAYS. INSTALLING AND OPERATING SHIP TO SHORE FUEL SYSTEMS. ASSEMBLING AND OPERATING SELF PROPELLED PONTOON BARGES FOR LIGHTERAGE AND TRANSFER OPERATIONS. ASSEMBLING AND OPERATING WARPING TUGS IN CONJUNCTION WITH CAUSEWAYS, FUEL SYSTEMS, AND SALVAGE WORK. MAINTAINING CONSTRUCTION AND AUTOMOTIVE EQUIPMENT ASSIGNED TO THE NAVAL BEACH GROUP PROVIDING LIMITED CONSTRUCTION IN SUPPORT OF BEACH IMPROVEMENT.

29. CONSTRUCTION BATTALION MAINTENANCE UNIT (CBMU) THE CBMU MAINTAINS, OPERATES AND REPAIRS PUBLIC WORKS, UTILITIES, AND OTHER FACILITIES AT AN ESTABLISHED ADVANCE BASE AFTER THE NMCB UNIT THAT STARTED THE CONSTRUCTION HAVE DEPARTED. THE CBMU MAY BE ATTACHED TO THE NMCB TO HELP COMPLETE THE FACILITIES THAT IT WILL SUBSEQUENTLY OPERATE AND MAINTAIN. DESIGNATING PUBLIC WORKS RESPONSIBILITIES AT AN ADVANCE BASE. MAINTAIN AND CONSTRUCT ON A LIMITED BASIS, WATERFRONT FACILITIES, RUNWAYS, TAXIWAYS, PARKING APRONS, AND HELICOPTER PADS. OPERATING AND MAINTAINING THE BASE UTILITIES SYSTEMS EXCEPT FOR EXPEDITIONARY SYSTEMS, (AAFS). PERFORMING ENGINEERING SERVICES FOR THE BASE AS REQUESTED.

30. CONSTRUCTION BATTALION UNIT (CBU) A CBU PROVIDES ENGINEERING SUPPORT THAT OTHER NCF UNITS DO NOT PROVIDE. IT IS ALSO USED TO PROVIDE MANPOWER POOLS TO SUPPORT NMCB’S AND NAVY FLEET HOSPITALS.

31. UNDERWATER CONSTRUCTION TEAMS (UCT) THE MISSION OF A UCT IS TO PROVIDE UNDERWATER ENGINEERING, CONSTRUCTION AND REPAIR CAPABILITIES TO MEET THE REQUIREMENTS OF THE NAVY, MARINE CORPS, AND OTHER FORCES. UCT’S ARE CAPABLE OF ACCOMPLISHING COMPLEX IN SHORE AND DEEP OCEAN UNDERWATER CONSTRUCTION TASK. UCT’S MAY OPERATE AS AN INDEPENDENT UNIT, A SUPPLEMENT TO AN NCF, OR A SUPPLEMENT TO ANOTHER MILITARY ORGANIZATION.
