  1. BRANCH EXPECTATION MANAGEMENT TOOL (BEM-T) Introduction and FY 10 End of LDAC Commissionee / FY 11 Cohort User’s Guide

What is BEM-T? • The Branch Expectation Management Tool (BEM-T) is an application developed by USACC G1 in MS Excel Visual Basic Applications (VBA). • The BEM-T provides historical feedback based on a Cadet’s Order of Merit Score (OMS) or his/her percentile standing on the Active Duty Order of Merit List (OML) and the Cadet’s branch and ADSO choices. • The output of the BEM-T shows what result the Cadet would have had in the past three (FY 08, FY 09, and FY 10) DA/ROTC Selection and Branching Boards. • Because FY 10 End of LDAC Commissionee “Standby” Branching Board uses the same criteria and fill-rates as the FY 10 Cohort Board; this tool can be used to predict branching when compared to the FY 10 Branching Results output. • Because branch fill-rates tend to be consistent from year to year, the historical output provides good information to the PMS/Cadet in managing his/her expectations going to the FY 11 board. • It is recommended that the BEM-T be used when the PMS is counseling his/her Cadets on their accessions packet and Branch/ADSO choices to help manage Cadet expectations.

  3. What BEM-T is Not • The Branch Expectation Management Tool (BEM-T) is not a tool to determine which Branch the Cadet “will” receive (unless it is a Cadet going to the End of LDAC Commissionee Standby Board). Its output shows what would have happened if the Cadet went to past boards. • Even if all three past years resulted in the same outcome, there is NO GUARANTEE the FY 11 DA/ROTC Selection and Branching Board will give the Cadet the same outcome: • If the outcome is the same over past years, the FY 10 outcome is very likely. • If the outcome is different for one or two of the previous years, the Cadet should expect that either outcome is possible (More recent outcomes FY 10/FY 09 are more probable). • If the Cadet does not request Active Duty or a specific AD branch, there is no chance of the cadet receiving that component/branch in the first three steps of the branching process. • The two major factors in determining what will happen in the FY 11 DA/ROTC Selection and Branching Board are the ROTC branch allocations and what branches/ADSOs are selected by the Cadets going to the FY 11 Board; these factors will not be known prior to the Cadet having to make his/her branch selections.

  4. Using Tool for FY 10 End of LDAC • Cadets going to End of LDAC Commissionee Standby Board are considered for their component and branch under the same criteria as the FY 10 Cohort Board; therefore, this tool provides exact results when compared to FY 10 results with the OMS going to the board. • Needs of the Army are paramount so it maybe that Army directs certain actions at the board; however, those should be on rare exception. It is important to the Army that whole Cohort year be branched in same manner. • End of LDAC Commissionees can only use the BEM-T analyzing by OMS and only the FY 10 Output should be considered. • The Cadet is encouraged to select his/her first choice as what they truly desire and ADSO; regardless of the output. (The Army may have a great need for that branch and provide the branch with ADSO by exception). • The second choice should then be a desired branch that the BEM-T outputs the Cadet can receive (with or without ADSO) in FY 10. • The Cadet should also make a good third choice even though they should receive their first or second choice if BEM-T output shows they would receive that Branch in FY 10. • If they desire Active Duty, they should also request that even if BEM-T says they would be Referred to Reserve Forces in FY 10. Cadet should expect to be referred to Reserve Forces if BEM-T output in FY 10 is “Referred to RFD”.

  5. Using Tool for FY11 Cohort • The BEM-T should be used twice for Cadet’s going to the FY 11 DA/ROTC Selection and Branching Board: • After 24 AUG 10 and before 7 SEP 10 the BEM-T should be used by “Analysis by OMS”. • After the release of the National OML and AD Selection (planned for 20 Sep 10), the Cadets that are selected for Active Duty (AD) will be provided their AD OML percentile; BEM-T’s “Analysis with AD Percentile” should then be used. Updated branch and ADSO choices must be complete by 4 OCT 10. • It is extremely important that PMS’s and Cadets understand that BEM-T output does not guarantee that Branching will be same as previous years for those in the FY 11 DA/ROTC Selection and Branching Board!
