  1. Nationalistic Populism in Democratic Countries in North East Asia- Backgrounds of Changes - Kan Kimura Kobe University

  2. Purposes of Studies Explanation of two distinct phenomenon of democratic countries in North East Asia (Japan, South Korea, Taiwan) • Erosion of ‘Old Regimes’ • Rise and Fall of Nationalism targeting neighbor countries → The starting point of these situation is around 2002.

  3. Similarities of Political Situations in Japan, South Korea, and Taiwan around 2002 • Reformistic policies • Anti-bureaucratic reformations • Less dependent on party organizations • More dependent on personal popularities • Frequent journalistic appearances of political leaders and their sending direct messages to the people • Nationalistic messages targeted on neighbor countries

  4. Explanation • Economic developments lead by their governments → Globalization of world economy → Slowing down of economic developments → Less control to the economy by politics → Reformations needed for higher developments → Damaged legitimacy for politics (and national prides) in economic slump → Weakened ruling party organizations → Political leaders more dependent on personal popularities → However, no grand and unique strategy for the reformations → Mobilization of nationalism for additional popularities → Targets chosen among countries losing economic / strategic importance (← strategic change after the end of the Cold War)

  5. Reasons of the reformations • ‘In the area of government reforms, we need to establish a government that is clean, efficient, far-sighted, dynamic, highly flexible and responsive, in order to ensure Taiwan's competitiveness in the face of increasingly fierce global competition. (Chen Shui-bian’s inaugural speech in 2000)
