  1. Multinational Planning Augmentation Team (MPAT) MNF SOP WORKSHOP JTF to CTF Transition Guide (Annex) Framework for Effective Multinational OPs

  2. MNF SOP Transition Processes and Procedures Specific JTF Organization And Processes and Procedures • CTF Organization Activated • Rapid Activation and forming • Fully Capable - Multinational • Participating Nations Integrated • Mission Capable Identification of JTF Organization (Functions / Billets) MNF SOP Transition Processes and Procedures JTF TO CTF Broad Model

  3. JTF to CTF Transition Objectives 1: Timely and rapid activation of the CTF and Component Hqs. 2: Fully functional multinational organization – CTF and Component Hqs 3: Participating nations integrated into the CTF organization – planning and execution. 4: Basis for Unity of Effort, Interoperability, and Mission Effectiveness is maximized. Five Basic Starting Points” and MNF SOP are the foundation

  4. 5 Basic CTF Operational Start Points • Lead Nation Concept • Command Command Relationships and Control / Coordination Concepts • Standardized CTF Headquarters Organization • Common Crisis Action Planning (CAP) process and CTF Hqs Planning process • Common Understanding and Clarity of Terminology

  5. Basic JTF to CTF Transition Guidelines 1. The Lead Nation is responsible for the JTF to CTF transition actions during a crisis action situation. 2. The Lead Nations is responsible for clearly outlining the expectations for the participating nations joining the CTF using this Annex as a base reference document. 3. The Lead Nation will provide the preponderance of support and personnel for the initial activation of the CTF headquarters and CTF components. 4. The Lead Nation can make refinements this Transition Guide, as required, during an actual crisis action situation. • However, the goal is to minimize such refinements to move towards standardization among the MPAT nations for this transition to a CTF. • The less such refinements are required will increase the readiness for activating a CTF and provide for a more timely initial response.

  6. Three Broad JTF to CTF Transition Actions(MNF SOP) 1:Pre-CAP Actions • SOP and MPAT Program Related:Mid to near term institutionalized actions • National Foundations for rapid transition: Standing JTF or designated national elements that, on order, form a JTF (dual-hatted concept) • Imminent Crisis: Lead Nation specific pre-crisis actions and potential participating nation’s expectations / actions 2: Initial Planning Actions (Initial CAP actions) • Lead Nation actionsto determine form and function of the CTF Command (Headquarters and Components) • Participating Nations actionsin support of Lead Nation planning 3: Activation Actions • Lead Nations Actiions • Activation of CTF framework with Lead Nation assets • Communications and networking plan executed • Integration of multinational participants into CTF Hqs. • Establishment and support of Component command activation • Deployment of specified advance and main CTF Hqs elements • Participating Nations Actions

  9. JTF to CTF Transition Pre-CAP Actions Broad Transition Actions #1 - Pre-CAP Actions: Sub-Area #1 - SOP and MPAT Program Related • Multinational Military Engagement and/or Readiness Programs: Mid to near term institutionalized military-to-military actions (examples: Multinational Planning Augmentation Team (MPAT) or NATO Partnership for Peace (PfP)) • Currently Implemented: • Ongoing MPAT Collaboration and Exercises • Ongoing Collaboration & Reference website • Continue to refine and develop MNF SOP • Focused development and refinement of JTF to CTF Transition Guide • Initial exercise validation of Transition Process • Continued MPAT nations contribution and refinement to the MNF SOP • Continued Communications and Networking Interoperability Actions / Programs • Development Multinational Illustrated Planning Scenarios – Generic OPLANs for HA/DR and PO. • Continued international collaboration for interoperability and SOP issues
