China’s Energy Consumption • China is a large energy producer and consumer in the world, along with the continuous development of China’s economic growth, the energy demand will growing steady.
Why the primary data from enterprise is important? • Energy balance gives a whole picture of a country’s energy supply and demand, the energy transformation, and the relative importance of the different fuel supplies in their contribution to the economy. Therefore a good energy balance sheet plays a significant role, but in order to compile a good Energy balance sheet, first of all, the reliable basis data of enterprises is a must.

Industry Sector Industry Sector is the largest share of energy consumption in China, the figure below shows China’s energy consumption by sectors in 2010.
Industry Sector • For the energy statistics in China, we mainly focused on the industrial enterprises, especially those with annual revenue from principal businesses of over 20 million yuan, which we called the industrial enterprises above designated size. Now the number of the industrial enterprises above designated size is about 330 thousand. We do comprehensive survey for these enterprises monthly from 2012, in charge of the energy purchase, consumption, storage, and conversion.
Enterprises Integrated Investigation and Online Reporting • China has launched “Enterprises Integrated Investigation and Online Reporting” from 2012, in order to improve the data quality and reduce the workload. NBS of China Province level City or district level Enterprises
The method to ensure the data from industrial enterprises • To ensure the data quality of the industrial enterprises above designated size, National Bureau of Statistics of China did a lot of work. • 1. Improve the data check program, and ensure the primary data quality. Add the checking factors so that data input mistakes can be avoided effectively.
The method to ensure the data from industrial enterprises • 2.NBS set other checking factors to check the data, not only check their energy consumption but also the relationship of energy consumption with production, output value, electricity consumption and other related indicators. As for transformation enterprises, the main point is to check the time series of energy efficiency.
The Department of Energy Statistics and each local statistical bureau offered energy statistical data processing training program and many special seminars every year. The method to ensure the data from industrial enterprises • 3. Enhancing the training to the junior officer of energy statistics.
Other Sectors • In addition to industry sector, China have quarterly survey to the key enterprises of non-industrial sectors, including construction and service sectors. The key non-industrial enterprise is the enterprise with annual energy consumption over 10 thousand tce. They also report their data online, but the questionnaire is much more simple than industrial enterprises. We use these data to estimate the data of related sectors in energy balance.
Other Sectors • Apart from the data get from the energy consumption surveys to the industrial and non-industrial enterprises, different surveys are also conducted to agriculture, railways, highway, port transportation enterprises and households, to gain consumption information on agriculture, transportation and residential, and then estimate the consumptiondata of the departments and units haven’t surveyed.
Other Sectors • We will also evaluate the data from other professions and departments, strengthen the assessment to data coordination, and adopt different methods to different industries, in order to ensure the accuracy of data.
Data dissemination • After finished the data collecting, we will compile the energy balance and disseminated the data to such publications as China Statistical Yearbook, China Energy Statistical Yearbook, and China Statistical Abstract. The National Bureau of Statistics will also submit the Energy Balance Sheet to relevant international organizations.
