The Digital Local Agenda (DLA) • Adopted in 2005 at EISCO • Take-up of e-government by local authorities • Sustainable modernisation processes based on ICT • Improving public services • by strong back offices • innovative digital networks • better digital literacy in public administrations • Increase cooperation between national, regional and local public administrations across Europe

  3. Service value Level 4: Interaction Services which require organisational and technical interaction between several authorities or agencies (horizontal integration). The service can for example retrieve data/subsidiary services from other authorities or agencies and include these data in prefilled application forms. Level 3: Individually adapted communication Services which provide users with the opportunity to enter and retrieve information, adapted to the individual user. The service is linked to internal IT systems in the local/regional administration (vertical integration). Level 2: Target group orientated communication Presentation of information and simple interactive services on the local/regional authority website Level 1: Publication (‘brochure on the Internet’) General information on the local/regional authority and its services Complexity Electronic service steps

Objectives of the CEMR manual • Support the implementation of the DLA • Guidance to associations of local and regional authorities to assist municipalities and regions in developing strategic ICT plans • Necessary preconditions for effective electronic services • Examples of focus areas for the deployment of ICT • Concrete examples of goals and actions

  5. Executive officers and managers at all levels must have knowledge about developing ICT-strategies and reaping the benefits of ICT investments. Politicians must have sufficient knowledge and understanding of ICT to be able to make strategic decisions. Strategic ICT management

  6. eCapacity building • Lack of ICT competence among civil servants largest barrier to achieving goals in eGovernment plans. • Digital competence of employees should be regularly examined and necessary training courses established. • Competent front office personnel to guide citizens in the use of electronic services (“Digital Ambassadors”)
