Plan of Action POLICY Establish PME Continuum as “requirement” for URL officer Increase percentage of USNA/NROTC program graduates with technical/analytical degrees to 65% Fill 100% of NPS and War College quotas with quality officers Establish “controls” for GEV program Establish completion of JPME Ph. I as criterion for selection to O-5 command RESOURCES Develop/field “maritime” JPME Ph. I DL course Expand E-MBA program to FCAs Develop/field NPME DL course Develop/field SEA (x2) certificate options Increase NPS and War College quotas

RENEWED FOCUS ON GRAD ED WHY: Growing complexity of national defense, warfighting and weapons systems We need educated commanders, commanding officers and decision makers who understand the ramifications of their decisions WHO: Unrestricted Line Officers (URL’s) Surface Warriors, Aviators and Submariners with the right technical, analytical and management skills to win in war and peace RL and Staff Corps already do an excellent job of educating their officers before promotion to O-5 So why is there such renewed interest in grad ed and to whom is it targeted….. TALK TO THE SLIDE The Bottom Line here is that WE will provide YOU with education opportunities throughout your careers, beginning with a technical skills as Lieutenants and continuing with Executive Education as Captains and Admirals. NPS Distributed Learning NPS initiatives in place: EMBA at San Diego, Norfolk, Lemoore, Pensacola, Jax/Mayport, Fallon, Navy Yard and Whidbey – Navy Funded PD-21 – Command Funded Master of Science in System Engineering (MSSE) - Command Funded Master of Computer Technology (MCT) - Prototype Information Systems Operations (ISO) Certificate Information Systems Technology (IST) Certificate Space Systems (SS) Certificate Antisubmarine Warfare (ASW) Certificate – Command Funded System Analysis (SA) Certificate Systems Engineering (SE) Certificate Fundamentals of IST online (eFIST) - Prototype Future Programs: Master of Systems Analysis (MSA) – March 2006 These are programs already in progress and planned to support this Building Block approach to educating URL officers and preparing them for the force of the future. This is also where we would like to work with you and your staff to ensure the success of our future efforts including the EMBA program here in San Diego and other courses and programs designed to help officers achieve education objectives.
