HISTORY 1947-75: Administration of the Education Department was looked after by the respective Political Agent/ Deputy Commissioner of the Agency /District. 1976-78: Directorate of Education was established under the Federal Ministry of Education, Islamabad. 1979: Transferred to KA&NA Division Islamabad. 1998: Senior most Associate Professor was deputed as Director Education Colleges on attachment basis. 2006: Post of Director Colleges has been created. 2010: The senior Associate Professor (BPS-19) has been adjusted as Director Education Colleges GB

SCHOLARSHIPS FOR THE STUDENTS OF ENGINEERING AND MEDICAL Sponsored by :GB Administration Executed by :Department of Education GB Approved Cost :60.000 Million Period of Completion:04 years (July 2010 to July 2013) Achievements :Awarding process of 205 merit scholarships @ Rs 24000/- per annum for each student 105 Medical and100 Engineering is at the final stage, approval from Honorable Chief Minister has been sought to this effect.

ESTABLISHMENT OF 4 IT CENTERS IN GILGIT- BALTISTAN • SPONSORED BY : MINISTARY OF INFORMATIONTECHNOLOGY ISLAMABAD • EXCUTING AGENCY : DEPARTMENT OF EDUCATIONGILGIT-BALTISTAN • APPROVED COST : 71.824 (million) • ACTUAL RELEASE : 70.324 (million) • PERIOD OF COMPLITION : 03 YEARS(Feb,2001to Dec, 2003) Extended up to December,2006 • ACHEIVEMENTS : 34 Posts have been created and filled up out of 80 Posts according to the PC-IV of the project and remaining 46 posts are yet to be created.

  28. IT COMPUTER SCIENCE TEACHERS, LAB. INCHARGES AND COMPUTER LABS PROJECT-MATCHING PROGRAM WITH FANA ( 26 IT LABS.) Sponsored by : Ministry of Information Technology Islamabad (Pakistan Computer Bureau and GB Administration) Executed by : Department of Education GB Approved Cost : 45.180 Million Actual Release: 45.180Million Period of Completion : 04 years (Jan. 04 to Dec. 07). Extended up to June,2009. Achievements : 26 computer labs have been established in various schools and colleges of GB and 26 Teachers & 26 lab Assistants have also been appointed. 52 posts have been regularized against the project.

IT DEVELOPMENT AND MANAGEMENT INGILGIT –BALTISTAN Sponsored by: GB Administration Executed by : Department of Education GB Approved Cost: 60.000 Million Period of Completion: 04 years (July, 06 to July, 09) Extended up 30th June,2010. Case for extension has been initiated for further one year. Achievements : 32 computer labs have been established in various schools and colleges of GB and 32 Teachers & 32 lab Assistants have also been appointed.

INITIATIVES/ACHIEVEMENTS 1- The process of contract appointment against 46 (male,female) vacant posts of teaching staff has been completed. 2- Proposal for creation of various posts (12) to establish a sub office of Directorate of Education Colleges at Skardu for Baltistan Region has been submitted to GB Secretariat. 3- Requisition to FPSC for fill up vacant posts of teaching staff of colleges of Gilgit-Baltistan has also been submitted. 4- Promotion cases of male and female teaching staff of GB Colleges against promotion quota is in process and submitted to GB Secretariat.

  34. INITIATIVES/ACHIEVEMENTS 5- Proposal for creation of 27 posts of teaching staff for F.G . Degree College Skardu has already been initiated and also been forwarded to Secretary Finance GB. 6- PC-1 for the establishment of Directorate of Education Colleges has been partially approved by competent forum. 7- Submission of PC-IVs for creation of posts regarding complete Projects of the following Colleges. 1. F.G Boys Inter Colleges Shiger 2. F.G Girls Inter College Ghakuch 3. F.G Boys Inter College Gupis

  35. INITIATIVES/ACHIEVEMENTS 8- Two co-ordination meetings of GB Colleges has also been convened during the year 2010 to augment the educational progress in Govt. Colleges. 9- Process for Award of merit scholarships for the students of MBBS,BDS,Pharm-D and B.Sc. Engineering is at last stage. 10- Separation of budget for Directorate of Colleges has also been made for proper and smooth functioning of Directorate.

ISSUES • Lack of teaching staff for Colleges of GB • Pending cases of creation of posts against completed development schemes of GB colleges. • In sufficient accommodation for Directorate of Colleges in existing building. • Lack of transport facilities to monitor the colleges to improve the quality of education. • Non availability of training facilities for faculty members /administrative staff of GB Colleges

  37. RECOMMENDATIONS • PC-IV against completed development schemes of colleges be approved on priority basis. • Reasonable transport facilities be provided for monitoring and evaluation of GB Colleges. • Sufficient budget/funds be provided for training of teaching staff of colleges for improvement of professional/ teaching skills to achieve quality education. • Establishment of girls Inter college is a dire need at constituency No.3 Gilgit to minimize the pressure on F.G.Degree College for women Gilgit.

  38. 5- In the same way two Inter colleges, one girls and one boys at Gumba Skardu are needed to be established to minimize the pressure on Degree colleges of Skardu city.
